Homeland Security Operational Analysis Center (HSOAC)

The Department of Homeland Security (DHS), Office of Procurement Operations has issued a Request for Information in support of the Homeland Security Operational Analysis Center (HSOAC) effort.

HSOAC will refocus the existing Homeland Security Studies and Analysis Institute (HSSAI) Federally Funded Research and Development Center (FFRDC) with renewed core competencies in operational analyses, but will not change the basic purpose or mission of the HSOAC as DHS’s sole studies and analysis FFRDC with continued support to all DHS components across the Homeland Security Enterprise.

The capabilities of interest include work within the following specific focus areas:

  • Operational analysis
  • Security threat, vulnerability and risk assessment
  • Organizational studies
  • Doctrine and policy review
  • Acquisition planning and development
  • Regulatory assessment
