The U.S. Navy is seeking responses from industry with Commercial-Off-The-Shelf (COTS) and near-COTS systems capable of detecting trace amounts of explosives via direct contact with the sample surface (not vapor collection).
The effort is managed by the Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) which plans to use the information to select trace explosive detection systems to be included in a user scenario evaluation (EDE-USE) and a separate comparative laboratory and field evaluation of systems that could be employed at an entry control point (ECP).
Detection capabilities should include commercial and military explosives and Home Made Explosives (HME) such as Urea Nitrate, TATP, Ammonium Nitrate Mixtures, and Potassium Chlorate Mixtures.
All submissions will be considered for both test events so there is no need to submit separate responses for each.
