DTRA Award to Cubic for CBRN Exercise Support

The Defense Threat Reduction Agency (DTRA) has announced intentions to negotiate a sole source contract with Cubic Defense Applications, Inc. for Chemical, Biological, Radiological, and Nuclear (CBRN) Exercise Support Services.

These services are in support the Foreign Consequence Management (FCM) and Nuclear Weapons Accident/Incident Exercise (NUWAIX) program.

The effort is a follow-on contract for NUWAIX and Foreign CBRN exercise and evaluation support that provides subject matter experts to evaluate and improve the existing processes and procedures required to respond to incidents involving:

  • Nuclear weapons
  • Nuclear reactors
  • Improvised nuclear and radiological devices
  • Radiological materials
  • Chemical and biological agents and materials

This work is currently being performed by Cubic under single award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract #HDTRA1-04-D-0020. A full and open competition was conducted in 2013 for a follow-on effort that was awarded on 23 July 2014 and was subsequently protested first to the GAO and then to the US Court of Federal claims. The latter protest is still pending; therefore, in order to avoid mission failure it is DTRA’s intention to award a bridge contract to Cubic.

This effort requires extensive advance planning as well as the coordination among various federal, state, local agencies, and partner nations; therefore, it is neither programmatically, financially, nor logistically feasible to conduct a full and open competition for the aforementioned services. A gap in the execution of these events would result in a stop work of critical international CBRNE efforts. The period of performance contemplated for this effort is a one year.
