Policy and Technical Fundamentals of International Nuclear Safeguards Workshop

Registration is now open for the Policy and Technical Fundamentals of International Nuclear Safeguards Workshop, hosted by the Center for Nuclear Security Science and Policy Initiatives (NSSPI) at Texas A&M University in partnership with the Institute of Nuclear Materials Management (INMM). This workshop is designed for professionals, researchers, policymakers, and frontline responders engaged in CBRNE, counter–WMD, individual and collective protection, threat surveillance and detection, security decision support, emergency management, and national and homeland security policy.

This hybrid learning experience combines in-depth, self-paced online coursework with a live, interactive in-person panel session. Participants will begin with online modules, available starting May 15, 2025, after receiving their registration confirmation and invitation email from Texas A&M University. These preparatory modules ensure attendees are well-prepared for the half-day in-person session held on Sunday, August 24, 2025, from 9:00 AM to 12:00 PM ET at the JW Marriott in Washington, D.C., immediately preceding the 2025 INMM Annual Meeting.

Program Objectives
The workshop is designed to strengthen participants’ understanding of nuclear security and safeguards systems, enhance technical knowledge of the nuclear fuel cycle and material accountancy, introduce practical safeguards techniques, and provide the policy context that shapes their application. It also fosters collaboration and knowledge-sharing between technical specialists, policymakers, and operational personnel working to protect nuclear materials and facilities worldwide.

Online Curriculum – Part 1
Developed and delivered by NSSPI at Texas A&M University, the online component covers:

  • Introduction to Nuclear Security and Safeguards
  • The Nuclear Fuel Cycle
  • Introductory Statistics
  • Nuclear Material Accountancy
  • Containment and Surveillance
  • Spent Nuclear Fuel Safeguards
  • Uranium Enrichment Safeguards
  • Applied Statistics for Safeguards

Upon successful completion of these modules, participants will receive Continuing Education Units (CEUs) and a professional certificate issued by the Texas A&M Engineering Experiment Station (TEES), validating their specialized training in nuclear safeguards.

In-Person Session – Part 2
Moderated by Dr. Mansung Yim, NSSPI Director, the in-person session will feature distinguished experts, including:

  • Alexis Trahan – International Atomic Energy Agency (IAEA)
  • Laura Rockwood – Vienna Center for Disarmament and Non-Proliferation (VCDNP)
  • Grant Spence – TerraPower
  • Mark Schanfein – Idaho National Laboratory
  • Additional speakers to be announced.

This workshop offers a unique opportunity to gain both technical proficiency and policy insight in one of the most critical domains of global security. It is particularly suited for experts and practitioners developing or implementing safeguards systems, technologies, and frameworks that protect nuclear materials and facilities worldwide.
