The following federal contracts from the Department of Defense reflect recent ongoing investments in homeland security, CBRNE defense, emergency preparedness, and strategic deterrence—highlighting efforts in threat simulation, logistics, air and maritime defense, and mission-critical infrastructure.
Chemical Management & Third-Party Logistics for the Air Force
Valiant Technical Services Inc. of Fayetteville, North Carolina, has been awarded a $22.5 million hybrid contract supporting Chemical Management Services (CMS) and Third Party Logistics (3PL) operations for the U.S. Air Force. This initiative focuses on the safe handling, storage, and distribution of critical chemical materials, with direct implications for occupational health, environmental protection, and operational continuity. The one-year base contract includes four one-year option periods and will be executed in Georgia through July 2026.
Contract for Autonomous Vision Sensor Development
Andantech Professional Corp. in Gainesville, Florida, has been awarded a $14.8 million contract to develop analog-processing-based autonomous vision sensors. These low-power, high-throughput systems may be adapted for future applications in surveillance, robotics, and CBRNE threat detection. This effort supports long-term innovation in hardware relevant to health and emergency response technologies. The contract runs through July 2031.
Environmental Restoration & Compliance at Defense Fuel Support Site
The Source Group Inc., located in Signal Hill, California, has received a $26.5 million indefinite-delivery/indefinite-quantity contract to perform environmental restoration and facility compliance services at the Defense Fuel Support Point in Norwalk, California. This project includes remediation of hazardous materials and maintenance of environmental safety standards at a strategic fuel storage site, contributing to defense readiness and community health risk mitigation.
ISR Counter-Targeting R&D for Enhanced Threat Detection
The University of Dayton Research Institute has secured a $98.5 million contract to advance research in intelligence, surveillance, and reconnaissance (ISR) counter-targeting technologies. This work supports the development of new capabilities to defeat adversarial surveillance and enhance detection and response tools for both defense and emergency management missions. An initial $22.7 million task order has been obligated under fiscal 2025 R&D funding, with the program continuing through July 2030.
Quantum Resilience Testbed at Montana State
Montana State University will lead a $31.5 million initiative known as Expand Q-CORE, designed to strengthen U.S. capacity in quantum information science with a focus on operational resilience and regional economic development. The project includes new heterogeneous entanglement technologies, an applied training facility, and partnerships to benchmark quantum systems—advancing both national security and scientific workforce development. Work will continue through July 2028.
Global Logistics Support for Military and Civil Operations
Toll Remote Logistics Pty. Ltd., Melbourne, Australia, will support a $950 million initiative (potentially rising to $1.9 billion) to deliver global logistics services across 20 regions, including the Middle East, Africa, Asia, and Europe. The contract supports the full continuum of military operations, including theater opening, distribution, sustainment, and Defense Support of Civil Authorities. This initiative ensures operational continuity and rapid deployment capability during global health emergencies, humanitarian crises, and coalition defense efforts. Work begins August 2025 and runs through at least 2029, with options to extend through 2034.
Medium Range Air Defense Radar Systems
Dynetics Inc., Huntsville, Alabama, will manufacture and deliver six Medium Range Air Defense Radar Production Representative Model systems under a $24.9 million hybrid OTA contract. The effort includes training, engineering, and program management support and builds on a prior prototype agreement. These mobile radar systems enhance situational awareness and threat detection capabilities for forward-deployed forces, making them valuable assets in CBRNE response, homeland defense, and critical infrastructure protection. Completion is expected by September 2027.
Satellite Control Network Phased Array Upgrade
CACI Inc.–Federal, Chantilly, Virginia, will carry out a $10 million contract modification as part of a larger $392 million effort to upgrade the Satellite Control Network through phased array technology. The work, taking place in Colorado Springs through January 2027, strengthens space communication resilience—a critical factor in secure coordination for disaster response, global health operations, and national defense during contested or denied-space scenarios.
Advanced Threat Simulation Aircraft for Naval Training
Airborne Tactical Advantage Co. LLC, Newport News, Virginia, will operate a $554 million program providing subsonic and supersonic aircraft to simulate enemy air threats. The aircraft will support fleet training, electronic warfare exercises, and threat response certification for Navy aircrew and shipboard personnel through 2030. With operations in California, Virginia, Hawaii, and Japan, this capability is essential for preparing U.S. forces to respond to advanced air threats and is relevant to aerospace defense and homeland security stakeholders.
Sustainment of Waterborne Security Barriers
A group of four contractors—GPA Technologies, Oceanetics, PCCI, and Virtual Computing Technology—will share a $199 million contract to maintain and refurbish waterborne security barriers, moorings, and marine protection systems at naval and port facilities worldwide. The ten-year effort includes inspection, logistics, fabrication, and field support. These systems play a crucial role in defending against maritime threats, including radiological dispersal devices and sabotage attempts at critical national infrastructure.
Virginia-Class Submarine Sustainment
General Dynamics Electric Boat Corp., Groton, Connecticut, will manage a $159.7 million contract modification to procure onboard repair parts for Virginia-class submarines (SSN 802–806). This sole-source award supports nuclear-powered attack submarines that are central to the Navy’s undersea deterrent capability. The parts sustainment enhances mission readiness, secure undersea communications, and long-range strategic operations. Work continues through November 2029, with options to extend support into 2032. Place of performance is the Nuclear Regional Maintenance Department support at Naval Submarine Support Facility New London.
F-35 Development and Integration for Allies
Lockheed Martin Aeronautics, Fort Worth, Texas, will expand its support for allied F-35 programs with two contracts totaling over $61 million. One $33.3 million modification will deliver Block 4 development capabilities for Israel, including systems engineering and software updates. A second $28.3 million award will support Japan’s F-35 integration through technical and program management services at multiple sites in the U.S. and Japan. These Foreign Military Sales efforts enhance regional deterrence and allied interoperability in strategic theaters.
