SUMMARY:Senegal Chemical Transport Security Workshop
DESCRIPTION:The U.S. Department of State’s Office of Weapons of Mass Destruction Terrorism (WMDT) works worldwide to counter the threat of terrorists or other non-state actors from acquiring and using chemical\, biological\, and other WMD materials and knowledge\, and the Government of Senegal is a critical partner in these efforts. \nBuilding on this partnership\, WMDT will host up to 20 Senegalese law enforcement and chemical security experts to participate in a bilateral engagement on identifying and securing chemicals of concern transported through the country. This four-day training course is scheduled to be held in-person in Dakar from March 4-7\, 2024. \nFacilitated by experts from Sandia National Laboratories\, this training will address best practices and tools for identifying chemicals of security concern and assessing likely routes used for bulk chemical transport in order to secure those chemicals against potential threats from terrorists and other non-state actors throughout the risk evaluation process. \nWMDT welcomes your nomination of up to 20 mid-level law enforcement officials and chemical security experts with responsibility or authority to plan for\, or provide security to\, hazmat transportation\, including chemicals of security concern that are transported via highway routes throughout Senegal. Participants should serve in roles involving security and threat assessments of chemical transportation or providing tactical security to hazardous chemical transports via overland routes. In addition to participants with these specific responsibilities\, experience\, and expertise\, WMDT also seeks to achieve a gender balance among participants and encourages the Government of Senegal to nominate both male and female candidates to participate. \nWMDT will announce additional logistics and venue information in Dakar once the participant list is finalized. SUMMARY:Introduction to the Role of Artificial Intelligence in Strengthening the Security of Nuclear Facilities
DESCRIPTION:The Introduction to the Role of Artificial Intelligence in Strengthening the Security of Nuclear Facilities workshop on 6-8 Feb 2024 will review the latest information on the various applications of AI in nuclear security and specifically physical protection in the context of nuclear facilities. \nThis workshop will explore how AI can play a significant role in improving physical protection by enhancing threat detection\, monitoring\, and response capabilities. In particular\, the workshop will explore the following areas: \n\nVideo Surveillance and Monitoring (Facial Recognition\, Object Detection\, Behavioural Analysis)\nIntrusion Detection (Data Integration\, Anomaly Detection\, Pattern Recognition)\nPredictive Maintenance (Sensor Monitoring\, Data Analysis)\nResponse (Automated Alerts\, Scenario Prediction\, Real-time Engagement Awareness)\nOpen Source Intelligence (Information gathering; Threat assessment)\nEducation (Personalised training; Tailored exercises)\n\nIt clearly appears that AI holds immense potential to drive innovation\, improve decision-making processes and solve complex problems across various fields\, and eventually positively impacting society. How does it apply to the nuclear industry and in particular to the security of the nuclear materials\, processes and facilities all along the fuel cycle? What are the expected nuclear security benefits? What could be the risks? What is the right level of the human-in-the loop when assessing security incidents. \nNuclear operators and other nuclear security stakeholders are already investing significant resources to address ever evolving threats and to continuously look for new approaches and advanced technologies that will help ensure they remain one step ahead of their adversaries. What attitude should nuclear operators adopt towards AI? How can they develop their understanding of the topic? How can they design and implement a process for integrating AI capabilities into their nuclear security programme equipment and security solutions? What are the prerequisites to the successful implement such technology? What could be challenges\, including legal and ethical matters? \nThe workshop will offer the opportunity for the participants to benefit from the experience of practitioners who are already using AI to enhance the performance of their security arrangements. \nParticipation is limited to space available. \nPlease visit the World Institute for Nuclear Security’s Introduction to the Role of Artificial Intelligence in Strengthening the Security of Nuclear Facilities page for more information.

SUMMARY:Validation of a Confirmatory Proteomic Mass Spectrometry Body Fluid Assay
DESCRIPTION:The NIJ Forensic Technology Center of Excellence will host a forensic training event on Validation of a Confirmatory Proteomic Mass Spectrometry Body Fluid Assay on 30 November 2023 via webinar. \nWith increasingly sensitive forensic methods for DNA detection\, the source from which a DNA profile is obtained becomes increasingly important. Was an individual’s DNA identified at a crime scene from blood\, saliva\, semen\, or from a touched object? Knowledge of the source of DNA can add important contextual information to investigations as well as evidence presented at trials. Currently\, nearly all serology (body fluid) testing is presumptive\, meaning the results are not definitive\, and consequently do not carry the same scientific and statistical weight as forensic DNA analysis does. \nTo address this issue\, the New York City Office of Chief Medical Examiner (NYC OCME) has developed a confirmatory assay for the identification of blood\, saliva\, and semen using proteins as body fluid markers. Because different body fluids have different functions\, they express different proteins that are specific to those functions. For example\, in blood the protein hemoglobin carries oxygen\, in saliva the protein amylase aids in digestion\, and in semen the protein semenogelin functions in reproduction. The presence of these marker proteins\, as well as other blood\, saliva\, and semen marker proteins\, can be used to distinguish one body fluid from another. However\, in addition to identifying multiple specific markers in each body fluid\, an assay must also employ methods that confirm that the markers are actually there. To achieve this\, we use mass spectrometry to effectively determine the amino acid sequences of each protein marker\, thus confirming their presence in a sample. \nThe assay developed at the NYC OCME uses multiple protein markers for each body fluid. The assay is unbiased\, i.e. there is no a priori guessing about what a body fluid might be on a piece of evidence – all samples are treated alike from extraction through analysis\, and all body fluid markers are simultaneously checked in each sample. The assay can identify mixtures and determine species. Finally\, the assay is fast and inexpensive – mass spectrometers are already found in toxicology laboratories. The NYC OCME Molecular Serology Assay has been accredited by ANAB and approved by the New York State Commission on Forensic Science. \nDetailed Learning Objectives\n\nAttendees will gain an understanding of the importance of\, and difference between\, presumptive and confirmatory tests.   \nAttendees will learn how and why specific body fluid marker proteins were selected.  \nAttendees will learn why multiple reaction monitoring (MRM) mass spectrometry is a confirmatory test. \n\nPlease visit the NIJ Forensic Technology COE’s Validation of a Confirmatory Proteomic Mass Spectrometry Body Fluid Assay event website to register. \n

SUMMARY:Improving Methods Using Machine Learning and Databases in Forensic Anthropology
DESCRIPTION:The NIJ Forensic Technology Center of Excellence will host a training event on Improving Methods Using Machine Learning and Databases in Forensic Anthropology on 5 December 2023 via webinar. \nPart I: GeoFOR\nEstimating the time since death\, or the postmortem interval (PMI)\, poses a significant challenge to forensic scientists when human remains are discovered because of the limited availability of reliable methods. In this presentation\, we introduce geoFOR\, a free web-based collaborative application and taphonomic database that utilizes geospatial mapping and machine learning to deliver improved PMI estimations.   \nThe geoFOR application provides a standardized\, collaborative forensic taphonomy database that gives practitioners a data collection method to enter case information that automates the collection of environmental and weather data using ArcGIS and delivers a PMI estimation using statistically robust methods. The geoFOR database currently contains over 2600 entries from across the U.S. and internationally including cases from medicolegal investigations and longitudinal studies from human decomposition facilities. Thus\, geoFOR provides a reference dataset that is forensically and geographically representative of the realities in which human remains are discovered. This reference dataset allows the machine learning model to continuously improve upon PMI estimations as more data is contributed by registered geoFOR collaborators.   \nAfter case submission\, the cross-validated machine learning PMI predictive model results in a R² value of 0.82. Contributors receive a predicted PMI with an 80% confidence interval. This novel method for PMI estimation can help successfully narrow the search parameters for unknown decedents which can expedite identification and more accurately inform us about the circumstances surrounding their death.  \nPart II: FAST\nSkeletal trauma research is critical to improve the understanding of the response of human bones to loading and the interpretation of the resulting fractures. One of the greatest limitations researchers are faced with is ensuring they can communicate their findings to practitioners as well as offer a means for their findings to be employed. The development of the Forensic Anthropology Skeletal Trauma (FAST) database was designed primarily to bridge the gap between researchers and applied professionals and students. The FAST database is a searchable database comprised of images and all test variables\, with the intent of providing objective trauma interpretation for young scholars and professionals. To date\, few researchers get quality hands-on training with trauma cases; even fewer have experience with known cases. Therefore\, the ability for students and professionals\, at all stages in their career\, to be exposed to skeletal trauma with known parameters has the potential to be transformative for the field. The FAST database includes specimen\, experimental\, fracture characteristic\, and imaging data for each record (i.e.\, for each skeletal element). Individual-level variables (e.g.\, age) and element-level variables (e.g.\, total length) are included in the database for each specimen. The experimental data consists of the boundary conditions (e.g.\, loading direction) and test output variables (e.g.\, force). The inclusion of these data make the FAST database unique both in the amount and quality of data within it\, enabling the database to be extremely useful for both scholars and professionals in the field of forensic anthropology.  \nDetailed Learning Objectives\n\nAttendees will be introduced to machine learning applications in forensic anthropology and how forensic anthropological databases can support training and casework applications.  \nAttendees will learn about the geoFOR application—a collaborative forensic taphonomic database for forensic case submission that uses a machine learning model to provide a postmortem interval estimation with associated error rates.  \nAttendees will gain an interdisciplinary perspective of skeletal trauma through FAST by examining experimental research utilizing human specimens with known loading mechanisms. \n\nPlease visit the Forensic Technology COE’s Improving Methods Using Machine Learning and Databases in Forensic Anthropology website to register for this event.

SUMMARY:Forensic Advances in Chemical Sorting of Commingled Remains
DESCRIPTION:The NIJ Forensic Technology Center of Excellence will host a forensic training event: Advances in Chemical Sorting of Commingled Remains on 30 November 2023 via webinar. \nA major challenge in forensic anthropology is the development of efficient and effective methodologies for sorting skeletal remains in mixed assemblages. The process of reassociating bones to their respective individual using physical and morphological traits is tedious. \nThis presentation will focus on the results of ongoing research under the NIJ-funded study\, “Pre-grouping of commingled human skeletal remains by elemental analysis.” This study simulates the analysis of mass graves and the reassociation of commingled remains via the chemical information provided by laser-induced breakdown spectroscopy. \nWhen multiple sets of human remains exist in the same context\, they can become mixed up\, or commingled. Commingling happens because of broad\, multifactorial circumstances that affect the postmortem environment ranging from animal scattering to mass burial\, or errors during recovery and curation. Sorting commingled remains back into their individual skeletons is challenging and often achieved through using various indicators such as age\, sex\, post-depositional modification\, morphology\, and size. \nCertainty in sorting can only be achieved through DNA testing\, which is destructive as well as cost and time prohibitive. Laser-Induced Breakdown Spectroscopy (LIBS) is a useful tool for sorting commingled remains. LIBS technology provides an elemental profile of the material being analyzed\, in this case\, human bones and teeth. LIBS can determine that unique elemental profile to help sort commingled remains. \nDetailed Learning Objectives: \n1. Attendees will understand how laser-induced breakdown spectroscopy (LIBS) acquires a chemical profile of remains. \n2. Attendees will recognize how the chemical profiles of skeletal remains are used to sort bones at the individual level. \n3. Attendees will recognize the current limitations and ongoing research questions related to chemical reassociation. \nPlease visit the NIJ’s Advances in Chemical Sorting of Commingled Remains website to register to attend.
