SUMMARY:Complex Coordinated Attack Training Week at CDP
DESCRIPTION:The Center for Domestic for Domestic Preparedness has announced the dates for its next Complex Coordinated Attack Theme Week. \nThe event will run Jan. 5-11\, 2020 on the CDP’s campus in Anniston\, AL. \nThe intent of the week is to enhance emergency responders’ ability to respond to attacks designed to disrupt or overwhelm response agencies\, such as an active shooter coupled with the release of hazardous materials. \nThe week will be the third such theme week hosted by the CDP\, and one of two such theme weeks the CDP has planned for 2020.  The center conducted its inaugural Complex Coordinated Attack Theme Week in 2018\, and followed that with a Complex Coordinated Attack Theme Week earlier this year. \nThe second Complex Coordinated Attack Theme Week in 2020 is tentatively slated in June. \nCourses for the week include the CDP’s Healthcare Leadership for Mass Casualty Incidents and Hospital Emergency Response Training for Mass Casualty Incidents.  The Federal Law Enforcement Training Center in Brunswick\, Georgia will also be on site\, delivering modules of its Active Shooter Threat Training Program. \nHospital Emergency Response Training for Mass Casualty Incidents\nThe Hospital Emergency Response Training for Mass Casualty Incidents (HERT) course addresses healthcare response at the operations level for the facility and its personnel. This three-day course prepares healthcare responders to utilize the Hospital Incident Command System — integrating into the community emergency response network while operating an Emergency Treatment Area as hospital first responders during a mass casualty incident involving patient contamination. The healthcare responders will determine and use appropriate personal protective equipment and conduct triage followed by decontamination of ambulatory and nonambulatory patients as members of a Hospital Emergency Response Team. \nHealthcare Leadership for Mass Casualty Incidents\nHealthcare Leadership for Mass Casualty Incidents is a four-day course that addresses disaster preparedness at the facility and system level. Healthcare leaders must be prepared for any incident that results in multiple casualties\, whether it is the result of a natural disaster; an accidental or intentional release of a chemical\, biological\, radiological\, nuclear\, or explosives (CBRNE) hazard; or a disease outbreak that results in an epidemic or pandemic. This course focuses on preparing healthcare leaders to make critical decisions in all-hazards disaster emergency preparedness activities. Responders learn essential disaster-planning response and recovery functions through lecture/discussion format that are then applied in a tabletop exercise and a two-day functional exercise. \nActive Shooter Threat Training Program\nThe Active Shooter Threat Training Program (ASTTP) is a 4 day course designed to provide the student with the knowledge and skills to successfully handle an active threat event. Through hands-on training\, this program will provide the student the proficiency and attitude to manage these situations. The program utilizes dynamic interactive drills and scenario based training to take Active Shooter Threat Tactics Training to the next level. This program is an intensive training program that covers a variety of tactical subject matters to include: individual and team movement and operational formation. In addition\, this program focuses on the role and responsibilities of the responding officers. \nHospital Emergency Response Training for Mass Casualty Incidents – Basic Train-the-Trainer\nThe Hospital Emergency Response Training for Mass Casualty Incidents-Basic\, Train-the-Trainer (HERT-B TtT) is a one-day course offered to healthcare responders who have successfully completed the HERT course. It prepares students to teach HERT at their facilities by focusing on presentation techniques\, practical applications\, and the preparation and maintenance of lesson plans. The HERT-B TtT course provides students with an understanding of the HERT course material to include team assignments and functions\, proper wear and removal of personal protective equipment\, decontamination procedures\, Emergency Treatment Area location selection\, and operation\, and victim triage.

SUMMARY:IoT Foundations for First Responders Webinar
DESCRIPTION:How can public safety best prepare for and leverage next-generation Internet of Things (IoT) sensor and data collection capabilities? \nIn NIST’s Public Safety Communications Research (PSCR) division’s next webinar – Alison Kahn covers IoT’s ability to help Public Safety operations. \nJoin us on Wednesday\, December 11\, 2019 from 11:00 am – 12:00 pm (MT) for insight into PSCR’s IoT research and how public safety operators can get involved. During this webinar\, Alison Kahn\, Richard Reed\, and Peter Hallenbeck discuss the challenges and opportunities in leveraging IoT for first responders. There will be time for Q&A. \nRead about the panelists below\, and register now! \n\n\n\nAlison Kahn\, PSCR \n\n\nAlison Kahn is an Electronics Engineer with NIST’s Public Safety Communications Research (PSCR) division. Alison is currently working on research related to Personal Area Networks for the next generation of first responders. Alison acts as the lab’s device liaison\, working with vendors to ensure that public safety features are addressed in impending device releases to allow PSCR to release cutting-edge technology for the future of public safety. Alison has 14 years of experience in the telecommunications industry. Before joining PSCR in 2016\, she worked on end to end device interoperability  programs for companies such as Motorola and Nokia. She also worked with commercial carriers to develop and implement carrier-specific and industry standard interoperability with the company’s network equipment. Alison’s education includes a Bachelor’s of Science in Mathematics and Computer Science in Mathematics and Computer Science from the Colorado School of Mines. \nRichard Reed\, Aurora Firefighter / SWAT Medic \n\n\n\n\nRichard Reed is a U.S. Marine Corps Veteran\, business owner\, entrepreneur\, and Firefighter/Paramedic for the city of Aurora\, Colorado. Born and raised in San Jose\, California\, the heart of Silicon Valley\, Richard has technology and entrepreneurship in his blood. \nAfter his service in the Marine Corps and founding and running a successful business\, Richard turned his attention towards firefighting. During his tenure as a Firefighter/Paramedic with Aurora Fire Rescue\, Richard served as one of the first responders to arrive at the Aurora Theater Shooting and also served as the dedicated medic for the elite Aurora Police SWAT team. \nRichard’s career experience gives him unique expertise and knowledge in the technology used across the military\, police\, and fire domains. His in-depth understanding of the interactions between police and fire brings insights into the intricacies and complexities of interoperable communication. Richard understands the challenges in communication and the problems associated with inadequate technology and has a passion to find solutions to help bridge the technology and communication gap across the public safety sector. Richard is energized to see how the utilization of new innovations in technology will bring greater efficiency and safer ways to provide the best response for the citizens that are served. \nPeter Hallenbeck\, Efland Volunteer Fire Department \n\n\n\nPeter Hallenbeck has been with the Efland Volunteer Fire Department in Efland\, NIC since 1992. He is currently the Deputy Chief. The Department is in a somewhat rural area\, with a lot of “suburban commuters” that work in nearby Raleigh and Durham\, NC. The Department runs about 500 fire\, EMS\, and Rescue calls per year. I-40 runs through the center of the district; as such\, the call volume is a good mix of rural\, suburban and high speed interstate accidents. \nPeter’s “Day Job” for 40+ years has been as an embedded systems Electrical Engineer. The work has been with new start-ups designing hardware\, software\, and user interfaces. Peter also takes the hardware and sets up\, supervises\, and checks the manufacturing of the new systems. The software projects are from small embedded systems to high speed network routing and encryption systems. The projects have been in both consumer and commercial markets. \nPeter has also worked in patent litigation as an expert witness. He has 8 patents in various areas including one in responder-based map display systems. Since 2011\, Peter has worked full time on responder data management and display systems on his own. The system is being used in 10 PSAPs (Dispatch Centers) by about 30 departments for Fire and EMS. It supports paid\, mixed and all volunteer departments with special attention to volunteer departments in rural areas where budgets are tight and volunteer responders need technology on smart phones. Larger CAD systems tend to ignore individuals as resources. \nPeter is currently working on IoT solutions and standards. He is on the NPA 950/951 “Standards for Data Development and Exchange” committee. The goal is to have an end to end system so that the data standards have been tested by the “Boots on the Ground” responders. IoT efforts will not move forward without their stamp of approval.

SUMMARY:DARPA Spectrum Collaboration Challenge (SC2) at Mobile World Congress Americas
DESCRIPTION:The DARPA Spectrum Collaboration Challenge (SC2) aims to ensure that the exponentially growing number of military and civilian wireless devices will have full access to the increasingly crowded electromagnetic spectrum. \nToday\, access to the spectrum is managed by dividing it into rigid\, exclusively licensed bands. This human-driven process does not adapt to the dynamics of supply and demand\, and so it cannot exploit the full potential capacity of the spectrum. \nIn this first-of-its-kind collaborative machine-learning competition\, SC2 competitors will re-imagine new spectrum access strategies in which radio networks autonomously collaborate to dynamically determine how the radio frequency (RF) spectrum should be used moment to moment\, avoiding interference and jointly exploiting opportunities. SC2 teams will develop these breakthrough capabilities by taking advantage of recent advances in artificial intelligence (AI) and machine learning\, and the expanding capacities of software-defined radios. \n \nFollowing preliminary competitions in late 2017 and late 2018\, finalists will compete here for $3.75 million in cash prizes and\, more importantly\, to demonstrate that they have devised the best collaborative framework yet for making sure the spectrum will be able to accommodate the ever-growing demand to use it. \nDARPA announced on 12 Sep 2019 the final 10 teams to compete in the Spectrum Collaboration Challenge Championship Event: \n\nAndersons – an independent competitor\nDragon Radio – Drexel University\nErebus – a team of independent researchers\nGatorWings – University of Florida\nHow Make Radio – Agitator LLC\nMarmotE – Vanderbilt University\nSCATTER – IDLab\, an imec research group at Ghent University and University of Antwerp\, and Rutgers University\nSodium-24 – an independent competitor\nSprite – Northeastern University\nZylinium – a team of independent researchers\n\nThe live SC2 Championship Event will take place on the Keynote Stage at MWC 2019 Los Angeles. Grant Imahara\, well known for his work on the hit Discovery series MythBusters and Netflix series White Rabbit Project\, will serve as the master of ceremonies. Imahara will provide commentary alongside DARPA’s Paul Tilghman and GNU Radio Foundation president\, Ben Hilburn. The event will kick off at 3:30 p.m. Pacific Time and take the audience through several rounds of competition during which teams will be eliminated based on scores and performance. The finale is free to attend and open to all MWC 2019 Los Angeles attendees as well as the general public. \nAttendees who have an MWC 2019 Los Angeles three-day pass can indicate interest in attending the event at https://register.mwclosangeles.com/ by clicking “Programs” and selecting “DARPA SC2 Championship Event” under the programs list. The general public or those without a three-day pass may request a free\, one-day pass to the SC2 Championship Event by emailing SC2@darpa.mil. \nPlease visit the DARPA SC2 event website for more information.

SUMMARY:Summer Workshop on Pandemics\, Bioterrorism\, and Global Health Security
DESCRIPTION:Threats to global health security continue to evolve due to the changing nature of conflict\, advances in science and technology\, globalization\, and the growing threat posed by emerging infectious diseases and pandemics. Pandemics\, Bioterrorism and Global Health Security: From Anthrax to Zika is a three-day\, non-credit summer workshop designed to introduce participants to the challenges facing the world at the intersection of national security\, public health\, and the life sciences. The workshop faculty are internationally recognized experts from the government\, private sector\, and academia who have been extensively involved with research and policy-making on public health\, biodefense\, and national security issues. \nThe workshop is organized by the Biodefense Graduate Program at the Schar School of Policy and Government and will be held at the Schar School’s campus in Arlington\, Virginia on July 15-18\, 2019. \nPrivate and public organizations face a number of challenges in adapting to the changing global biosecurity landscape. The spectrum of biological threats is diverse\, including naturally occurring disease outbreaks such as SARS\, Zika\, and Ebola\, lapses in biosafety\, dual-use research of concern\, and the threat of bioterrorism. A severe disease outbreak\, whether natural or man-made\, can affect not just public health\, but also public safety and national security. Pandemics and bioterrorist attacks will confront government agencies and the private sector with the need to make high-impact decisions with limited information during a rapidly evolving situation. Further complicating this domain is the dual-use nature of biology: the knowledge\, skills\, and technology developed for legitimate scientific and commercial purposes can be misused by those with hostile intent. Research with dangerous pathogens and the development of advanced biotechnologies such as synthetic biology and genome editing poses a dilemma for policy-makers and researchers who seek to maximize the benefits of such research while minimizing the risks. Thus\, public health\, law enforcement and national security agencies\, the pharmaceutical and biotech industries\, and the academic life sciences community need to develop new types of expertise\, adopt new types of risk assessment and risk management strategies\, and learn to collaborate with each other. \nImplementing these new priorities will require substantial organizational learning and change. But large organizations have deeply embedded professional norms and organizational culture that make them resistant to change\, even during times of crisis. Each organization responds with its own routines\, and its own distinctive view of “the threat\,” which dilutes new initiatives\, encourages stovepiping\, and impedes effective collaboration. These organizational tendencies grow even more pronounced during times of declining budgets. Thus\, while the need for collaboration is great\, the potential for differing organizational styles to produce conflict is high. \nThe 1976 swine flu scare\, 2001 anthrax letter attacks\, SARS and avian influenza outbreaks\, 2009 H1N1 influenza pandemic\, 2014-2016 Ebola outbreak in West Africa\, and 2015-2017 Zika outbreak provide rich case studies of how government agencies and international organizations have struggled to address novel biological threats\, make high-impact decisions with limited information\, and work effectively with new partners. The lessons from these cases are broadly applicable to both public and private organizations seeking to address current and emerging biosecurity risks. \nFeatures\n\nSyllabus and reading materials\nSocial hour after first day of course\nLight breakfast\, coffee\, and lunch provided on all days\nCertificate of Attendance\n\nCourses Objectives\n\nIdentify the range of biological threats and assess the risks they pose to public health and national security\nDescribe impediments to organizational change and identify strategies for overcoming these obstacles.\nExamine lessons learned from the SARS and avian flu outbreaks\, the 2009 influenza pandemic\, and the 2014-2016 West Africa Ebola outbreak.\nExplore the dual-use dilemma and how to balance the benefits of advanced biotechnologies against the safety and security risks they can pose.\nInvestigate the growing importance of biotechnology to the national economy\, domestic and international risks to biotechnology innovation\, and legal\, policy\, and regulatory measures for safeguarding the bioeconomy.\nUnderstand the technical\, political\, regulatory\, and financial obstacles to developing new medical countermeasures for bioterrorist and pandemic threats.\n\nWho Should Attend\nProfessionals and academics\, both domestic and international\, in public health\, the life sciences\, the biotechnology and pharmaceutical industries\, international affairs\, law enforcement\, emergency management\, and national security who have responsibilities for preventing\, preparing for\, or responding to pandemics\, bioterrorism\, and other threats to global health security. \nPast participants have come from a range of government agencies\, private and non-profit organizations\, and universities and think tanks including: \n\nDepartment of Health and Human Services\nNational Institutes of Health\nFood and Drug Administration\nBiomedical Advanced Research and Development Authority\nCenters for Disease Control and Prevention\nFederal Emergency Management Agency\nDepartment of Defense\nDefense Threat Reduction Agency\nLawrence Livermore National Laboratory\nPacific Northwest National Laboratory\nOak Ridge National Laboratory\nSandia National Laboratories\nCenter for Biosecurity and Biopreparedness in Denmark\nBiosecurity Office of the Netherlands\nRwanda Ministry of Agriculture\nPhilippine National Police Force\nNational Center for Disease Control and Public Health in Georgia\nDefence Research and Development Canada\nCRDF Global\nBattelle Memorial Institute\nEmergent BioSolutions\nBooz Allen Hamilton\nBAE Systems\nEngility\nNoblis\nQuest Diagnostics\nSynthetic Genomics\nSanofi\nBiotechnology Innovation Organization\nMerrick & Company\nVirginia Tech\nKent State University\nUniversity of South Florida\nInstitute for Defense Analysis\nMITRE\nUC Berkeley\nNational Defense University\nUniversity of Sussex\nSAIS\nGeorgetown University\nANSER\n\nRegistration\nPlease note that we will only be accepting payment by credit card for this event. \nPrior to May 1\, the course fee is $1\,200. SUMMARY:DARPA GRIT Program Proposer's Day
DESCRIPTION:The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is sponsoring a Proposers Day webcast to provide information to potential proposers on the objectives of an anticipated Broad Agency Announcement (BAA) for the Gamma Ray Inspection Technology (GRIT) program. \nThe Proposers Day will be held via webcast on July 8\, 2019 beginning at 2:00 PM and slides will be posted July 9\, 2019 by 4:00 PM. Advance registration is required for viewing the webcast. \nThe program objective is to develop prototype systems capable of producing intense\, tunable\, and narrow bandwidth gamma rays using novel techniques and emerging component technologies that can achieve transportable form factors supporting DoD and interagency partner mission needs. \nSuch a technology provides the ability to non-destructively characterize objects for not only their elemental content\, but also for their nuclear composition. Applications include special nuclear materials detection\, elemental imaging\, narcotics and explosives detection\, non-destructive inspection of additive manufactured components\, new diagnostics and treatments in medicine and provision of a new tool to better understand detailed nuclear structures. \nViewing the GRIT Proposers Day webcast is voluntary and is not required to propose to the anticipated GRIT BAA. \nRegistration closes: July 1\, 2019 at 5:00 PM Eastern or when capacity is reached\, whichever comes first.
