SUMMARY:Invisible Shield Launch Event
DESCRIPTION:Join the Defence and Security Accelerator(DASA) and the Defence Science and Technology Laboratory (Dstl) as they launch a new competition.\n\n\n\nThis Defence and Security Accelerator (DASA) competition is run on behalf of the Defence Science and Technology Laboratory (Dstl). It aims to develop and demonstrate a number of novel technologies and techniques in the area of Counter-Improvised Explosive Devices (IEDs) Electronic Counter Measures (ECM). The purpose of these technologies and techniques must consider the need for ECM systems to evolve at a rate commensurate with this fast paced and complex market for Radio Frequency (RF) target devices\, which are available for nefarious exploitation by our adversaries\, criminals and terrorists. \nIn Phase 1 we expect to fund short term investigations into technologies and techniques that have not been exploited in the counter IED context before. We would expect these to last no more than 9 months. We would expect to fund up to 10 of these concepts in Phase 1 with a funding amount up to £150k per project. \nThe launch will take place on 29 April 2020 online and will include an overview of the competition . \nPlease note:\n\nRegistration for the launch event will close 23 April 2020 at 5pm. \n\n\nFurther event details will be sent in due course. \n\n\nThe information you provide will be retained by the Defence and Security Accelerator (DASA) to contact you in regards to this event\, and any future DASA communications that may be relevant to you. Dstl will also have access to this information for this event. Please indicate on the registration if this is something you do not wish to do.\nIf the event is oversubscribed\, DASA reserves the right to limit the number of spaces per organisation. By registering\, you are agreeing to your email address being shared with other people who have registered from your organisation to co-ordinate attendance. Your details will not be shared with anyone else.\nThere will also be pre-bookable one to one dial ins for this competition which will take place online on Tuesday 5th May\, where you will be able to discuss the Invisible Shield competition with technical members of the competition team. SUMMARY:Defense Nuclear Science Board Public Hearing: Savannah River Site Safety
DESCRIPTION:The Defense Nuclear Facilities Safety Board (DNFSB) will hold a Public Hearing regarding the status of the Savannah River Site (SRS) on March 19\, 2020. \nThe purpose of this Public Hearing is to gather information and discuss Department of Energy (DOE) and National Nuclear Security Administration (NNSA) actions that could impact the safety posture of particular operations at SRS. \nThe Public Hearing will be held on March 19\, 2020\, from 3:00 p.m. to 9:30 p.m in the Etherredge Center at the University of South Carolina Aiken. \nThis Public Hearing will be composed of four sessions. In Session 1\, Board Members will address DOE’s past actions and future plans for addressing Recommendation 2012-1 regarding Building 235-F. The Board’s objective for this session is to gather information related to the proposed changes to DOE’s Implementation Plan and deactivation strategy\, the actions and steps for deactivation of Building 235-F\, and the plans for decommissioning\, including the end state of Building 235-F. \nIn Session 2\, Board Members will address Federal oversight and technical staffing needs. The Board will pay particular attention to the adequacy of current Office of Environmental Management (EM) and NNSA staffing to conduct oversight missions. This will include discussions of shortages in both facility representative positions for existing facilities and engineering positions with regard to personnel who review safety bases and perform safety system oversight\, and the subsequent approach of delegating inherently federal functions to the contractor as a substitute for federal oversight. Session 2 will also include discussions of future technical staffing needs as new site missions\, such as Savannah River Plutonium Production Facility operations and Surplus Plutonium blend-down\, ramp up. \nIn Session 3\, Board Members will address the safety poster of the Savannah River Tritium Enterprise (SRTE) facilities. The Board’s objective for this session is to discuss the SRTE safety basis\, completed improvements\, and ongoing and planned actions to Start Printed Page 11981address the high radiological dose consequences to the workers for accident scenarios. In particular\, the Board will focus on the ongoing actions at the SRTE that DOE cited as a basis to not accept Board Recommendation 2019-2. \nIn Sessions 1\, 2\, and 3\, the DNFSB Technical Director will offer testimony presenting the perspective of the DNFSB Staff. Participants representing DOE and NNSA will be announced at https://www.dnfsb.gov as soon as possible. \nIn Session 4\, Board Members will hear testimony from interested members of the public. Persons interested in speaking during Session 4 are encouraged to pre-register by submitting a request in writing to the Board’s address listed above\, emailing hearing@dnfsb.gov\, or calling the Office of the General Counsel at (202) 694-7062 or (800) 788-4016 prior to close of business on March 17\, 2020. The Board asks that commenters describe the nature and scope of their oral presentations. Those who pre-register will be scheduled to speak first. Individual oral comments may be limited by the time available\, depending on the number of persons who register. \nAt the beginning of the hearing\, the Board will post a list of speakers at the entrance to the hearing room. Anyone who wishes to comment or provide technical information or data may do so in writing\, either in lieu of\, or in addition to\, making an oral presentation. The Board Members may question presenters to the extent deemed appropriate. Written comments and documents will be accepted at the hearing or may be sent to the Board’s Washington\, DC office. The Board will hold the hearing record open until April 20\, 2020\, for the receipt of additional materials. Additional details\, including the detailed agenda for the hearing\, are available at https://www.dnfsb.gov. \nThe hearing will be presented live through internet video streaming. A link to the presentation will be available on the Board’s website\, and a recording will be posted soon after. A transcript of these sessions and the associated correspondence will be made available on the Board’s website. The Board specifically reserves its right to further schedule and otherwise regulate the course of the hearing\, to recess\, reconvene\, postpone\, or adjourn the hearing\, conduct further reviews\, and otherwise exercise its authority under the Atomic Energy Act of 1954\, as amended.

SUMMARY:Counter Unmanned Aerial Systems (drones) Course
DESCRIPTION:The Counter UAS course addresses public safety concerns of drones being used for nefarious purposes and counter-drone operations.\n\n\n\nSTUDENTS MUST BE A MEMBER OF A LAW ENFORCEMENT\, FIRE\, EMS\, OR EMERGENCY MANAGEMENT AGENCY IN THE STATE OF UTAH. \nTHIS COURSE IS HELD IN SOCORRO\, NEW MEXICO. AIRFARE\, LODGING\, RENTAL CAR WILL BE PROVIDED AT NO COST TO THE STUDENT OR AGENCY. MEALS ARE REIMBURSED ONCE THE STUDENT RETURNS HOME. \nEMAIL ART DEYO AT ADEYO@UTAH.GOV WITH ANY QUESTIONS. \nUnmanned Aircraft Systems (UAS) represent the next wave of innovation in aviation. While these systems have been used extensively in overseas military operations for decades\, the technology is relatively new to hobbyists and for commercial applications. UAS are beginning to fly in unprecedented numbers in the U.S. airspace\, and most users of UAS technology today are recreational hobbyists\, commercial entities or public use aircraft operators who conduct flights within published guidelines and regulations. However\, there are some who operate negligently\, and worst yet\, there are those who use UAS for malicious and nefarious purposes. Negligent hobbyist UAS operators have disrupted first responder operations such as wildfire suppression and search and rescue efforts\, and criminal organizations are using UAS to smuggle contraband into restricted areas like prisons\, and to conduct illicit or illegal surveillance at our borders and high-value infrastructure. Overseas\, terrorists are using UAS with success to drop bombs on allied troops. \nEMAIL ART DEYO AT ADEYO@UTAH.GOV WITH ANY QUESTIONS.

SUMMARY:Complex Coordinated Attack Training Week at CDP
DESCRIPTION:The Center for Domestic for Domestic Preparedness has announced the dates for its next Complex Coordinated Attack Theme Week. \nThe event will run Jan. 5-11\, 2020 on the CDP’s campus in Anniston\, AL. \nThe intent of the week is to enhance emergency responders’ ability to respond to attacks designed to disrupt or overwhelm response agencies\, such as an active shooter coupled with the release of hazardous materials. \nThe week will be the third such theme week hosted by the CDP\, and one of two such theme weeks the CDP has planned for 2020.  The center conducted its inaugural Complex Coordinated Attack Theme Week in 2018\, and followed that with a Complex Coordinated Attack Theme Week earlier this year. \nThe second Complex Coordinated Attack Theme Week in 2020 is tentatively slated in June. \nCourses for the week include the CDP’s Healthcare Leadership for Mass Casualty Incidents and Hospital Emergency Response Training for Mass Casualty Incidents.  The Federal Law Enforcement Training Center in Brunswick\, Georgia will also be on site\, delivering modules of its Active Shooter Threat Training Program. \nHospital Emergency Response Training for Mass Casualty Incidents\nThe Hospital Emergency Response Training for Mass Casualty Incidents (HERT) course addresses healthcare response at the operations level for the facility and its personnel. This three-day course prepares healthcare responders to utilize the Hospital Incident Command System — integrating into the community emergency response network while operating an Emergency Treatment Area as hospital first responders during a mass casualty incident involving patient contamination. The healthcare responders will determine and use appropriate personal protective equipment and conduct triage followed by decontamination of ambulatory and nonambulatory patients as members of a Hospital Emergency Response Team. \nHealthcare Leadership for Mass Casualty Incidents\nHealthcare Leadership for Mass Casualty Incidents is a four-day course that addresses disaster preparedness at the facility and system level. Healthcare leaders must be prepared for any incident that results in multiple casualties\, whether it is the result of a natural disaster; an accidental or intentional release of a chemical\, biological\, radiological\, nuclear\, or explosives (CBRNE) hazard; or a disease outbreak that results in an epidemic or pandemic. This course focuses on preparing healthcare leaders to make critical decisions in all-hazards disaster emergency preparedness activities. Responders learn essential disaster-planning response and recovery functions through lecture/discussion format that are then applied in a tabletop exercise and a two-day functional exercise. \nActive Shooter Threat Training Program\nThe Active Shooter Threat Training Program (ASTTP) is a 4 day course designed to provide the student with the knowledge and skills to successfully handle an active threat event. Through hands-on training\, this program will provide the student the proficiency and attitude to manage these situations. The program utilizes dynamic interactive drills and scenario based training to take Active Shooter Threat Tactics Training to the next level. This program is an intensive training program that covers a variety of tactical subject matters to include: individual and team movement and operational formation. In addition\, this program focuses on the role and responsibilities of the responding officers. \nHospital Emergency Response Training for Mass Casualty Incidents – Basic Train-the-Trainer\nThe Hospital Emergency Response Training for Mass Casualty Incidents-Basic\, Train-the-Trainer (HERT-B TtT) is a one-day course offered to healthcare responders who have successfully completed the HERT course. It prepares students to teach HERT at their facilities by focusing on presentation techniques\, practical applications\, and the preparation and maintenance of lesson plans. The HERT-B TtT course provides students with an understanding of the HERT course material to include team assignments and functions\, proper wear and removal of personal protective equipment\, decontamination procedures\, Emergency Treatment Area location selection\, and operation\, and victim triage.

SUMMARY:IoT Foundations for First Responders Webinar
DESCRIPTION:How can public safety best prepare for and leverage next-generation Internet of Things (IoT) sensor and data collection capabilities? \nIn NIST’s Public Safety Communications Research (PSCR) division’s next webinar – Alison Kahn covers IoT’s ability to help Public Safety operations. \nJoin us on Wednesday\, December 11\, 2019 from 11:00 am – 12:00 pm (MT) for insight into PSCR’s IoT research and how public safety operators can get involved. During this webinar\, Alison Kahn\, Richard Reed\, and Peter Hallenbeck discuss the challenges and opportunities in leveraging IoT for first responders. There will be time for Q&A. \nRead about the panelists below\, and register now! \n\n\n\nAlison Kahn\, PSCR \n\n\nAlison Kahn is an Electronics Engineer with NIST’s Public Safety Communications Research (PSCR) division. Alison is currently working on research related to Personal Area Networks for the next generation of first responders. Alison acts as the lab’s device liaison\, working with vendors to ensure that public safety features are addressed in impending device releases to allow PSCR to release cutting-edge technology for the future of public safety. Alison has 14 years of experience in the telecommunications industry. Before joining PSCR in 2016\, she worked on end to end device interoperability  programs for companies such as Motorola and Nokia. She also worked with commercial carriers to develop and implement carrier-specific and industry standard interoperability with the company’s network equipment. Alison’s education includes a Bachelor’s of Science in Mathematics and Computer Science in Mathematics and Computer Science from the Colorado School of Mines. \nRichard Reed\, Aurora Firefighter / SWAT Medic \n\n\n\n\nRichard Reed is a U.S. Marine Corps Veteran\, business owner\, entrepreneur\, and Firefighter/Paramedic for the city of Aurora\, Colorado. Born and raised in San Jose\, California\, the heart of Silicon Valley\, Richard has technology and entrepreneurship in his blood. \nAfter his service in the Marine Corps and founding and running a successful business\, Richard turned his attention towards firefighting. During his tenure as a Firefighter/Paramedic with Aurora Fire Rescue\, Richard served as one of the first responders to arrive at the Aurora Theater Shooting and also served as the dedicated medic for the elite Aurora Police SWAT team. \nRichard’s career experience gives him unique expertise and knowledge in the technology used across the military\, police\, and fire domains. His in-depth understanding of the interactions between police and fire brings insights into the intricacies and complexities of interoperable communication. Richard understands the challenges in communication and the problems associated with inadequate technology and has a passion to find solutions to help bridge the technology and communication gap across the public safety sector. Richard is energized to see how the utilization of new innovations in technology will bring greater efficiency and safer ways to provide the best response for the citizens that are served. \nPeter Hallenbeck\, Efland Volunteer Fire Department \n\n\n\nPeter Hallenbeck has been with the Efland Volunteer Fire Department in Efland\, NIC since 1992. He is currently the Deputy Chief. The Department is in a somewhat rural area\, with a lot of “suburban commuters” that work in nearby Raleigh and Durham\, NC. The Department runs about 500 fire\, EMS\, and Rescue calls per year. I-40 runs through the center of the district; as such\, the call volume is a good mix of rural\, suburban and high speed interstate accidents. \nPeter’s “Day Job” for 40+ years has been as an embedded systems Electrical Engineer. The work has been with new start-ups designing hardware\, software\, and user interfaces. Peter also takes the hardware and sets up\, supervises\, and checks the manufacturing of the new systems. The software projects are from small embedded systems to high speed network routing and encryption systems. The projects have been in both consumer and commercial markets. \nPeter has also worked in patent litigation as an expert witness. He has 8 patents in various areas including one in responder-based map display systems. Since 2011\, Peter has worked full time on responder data management and display systems on his own. The system is being used in 10 PSAPs (Dispatch Centers) by about 30 departments for Fire and EMS. It supports paid\, mixed and all volunteer departments with special attention to volunteer departments in rural areas where budgets are tight and volunteer responders need technology on smart phones. Larger CAD systems tend to ignore individuals as resources. \nPeter is currently working on IoT solutions and standards. He is on the NPA 950/951 “Standards for Data Development and Exchange” committee. The goal is to have an end to end system so that the data standards have been tested by the “Boots on the Ground” responders. IoT efforts will not move forward without their stamp of approval.

SUMMARY:DARPA Spectrum Collaboration Challenge (SC2) at Mobile World Congress Americas
DESCRIPTION:The DARPA Spectrum Collaboration Challenge (SC2) aims to ensure that the exponentially growing number of military and civilian wireless devices will have full access to the increasingly crowded electromagnetic spectrum. \nToday\, access to the spectrum is managed by dividing it into rigid\, exclusively licensed bands. This human-driven process does not adapt to the dynamics of supply and demand\, and so it cannot exploit the full potential capacity of the spectrum. \nIn this first-of-its-kind collaborative machine-learning competition\, SC2 competitors will re-imagine new spectrum access strategies in which radio networks autonomously collaborate to dynamically determine how the radio frequency (RF) spectrum should be used moment to moment\, avoiding interference and jointly exploiting opportunities. SC2 teams will develop these breakthrough capabilities by taking advantage of recent advances in artificial intelligence (AI) and machine learning\, and the expanding capacities of software-defined radios. \n \nFollowing preliminary competitions in late 2017 and late 2018\, finalists will compete here for $3.75 million in cash prizes and\, more importantly\, to demonstrate that they have devised the best collaborative framework yet for making sure the spectrum will be able to accommodate the ever-growing demand to use it. \nDARPA announced on 12 Sep 2019 the final 10 teams to compete in the Spectrum Collaboration Challenge Championship Event: \n\nAndersons – an independent competitor\nDragon Radio – Drexel University\nErebus – a team of independent researchers\nGatorWings – University of Florida\nHow Make Radio – Agitator LLC\nMarmotE – Vanderbilt University\nSCATTER – IDLab\, an imec research group at Ghent University and University of Antwerp\, and Rutgers University\nSodium-24 – an independent competitor\nSprite – Northeastern University\nZylinium – a team of independent researchers\n\nThe live SC2 Championship Event will take place on the Keynote Stage at MWC 2019 Los Angeles. Grant Imahara\, well known for his work on the hit Discovery series MythBusters and Netflix series White Rabbit Project\, will serve as the master of ceremonies. Imahara will provide commentary alongside DARPA’s Paul Tilghman and GNU Radio Foundation president\, Ben Hilburn. The event will kick off at 3:30 p.m. Pacific Time and take the audience through several rounds of competition during which teams will be eliminated based on scores and performance. The finale is free to attend and open to all MWC 2019 Los Angeles attendees as well as the general public. \nAttendees who have an MWC 2019 Los Angeles three-day pass can indicate interest in attending the event at https://register.mwclosangeles.com/ by clicking “Programs” and selecting “DARPA SC2 Championship Event” under the programs list. The general public or those without a three-day pass may request a free\, one-day pass to the SC2 Championship Event by emailing SC2@darpa.mil. \nPlease visit the DARPA SC2 event website for more information.
