SUMMARY:Safe Transportation of Liquefied Natural Gas by Railroad Tank Car
DESCRIPTION:A closed meeting of the National Academies’ committee on Safe Transportation of Liquefied Natural Gas by Railroad Tank Car will be held December 8\, 2020. \nThe charge of this NASEM ad hoc committee is to review plans and activities to inform government and industry decisions about the transportation of liquefied natural gas by rail and consider ways to ensure the continued safety of these shipments over the longer-term. The committee’s review will be carried out in two phases\, each producing a report with findings and recommendations as appropriate. \nPhase 1\nThe committee will review ongoing and planned USDOT efforts\, as documented and reported by the Pipeline and Hazardous Materials Administration (PHMSA) and Federal Railroad Administration (FRA)\, that are intended to inform pending decisions about whether and how bulk shipments of LNG can be safely transported by railroad tank car. The review will focus specifically on the plans and progress of the PHMSA-FRA LNG Task Force\, which has developed and begun executing a multi-task program of research\, data gathering\, analysis\, testing\, modeling\, and risk assessment. Based on the expert judgment of its members\, and drawing largely on the Task Force’s reports of results\, ongoing and planned tasks\, and other relevant information\, the committee will produce a report with findings on specific tasks and the program overall with regard to quality\, completeness\, and relevance to the agencies’ near-term decision making needs. The committee may make recommendations in this first report that can be acted upon quickly to strengthen the program. \nPhase 2\nThe committee will engage in information-gathering and analysis to conduct an in-depth study of topics relevant to ensuring the safe movement of LNG by rail if allowed by special permit or regulatory authorization. At a minimum\, the committee will examine: \n\nThe experience transporting LNG in bulk shipments by other modes\, including by water and truck\, to identify basic principles applied for safety assurance that can inform measures taken by government and industry to ensure the safe movement of LNG by rail;\nWhat is known about the effectiveness of special regulatory and industry measures intended to assure the safe transportation of other relevant bulk rail shipments of hazardous materials\, especially any routing\, speed\, and other operational controls applied to high-hazard flammable trains and accompanying enhanced track inspection regimes; and\,\nThe applicability to bulk rail transportation of LNG of current emergency response plans\, protocols\, and guides for responding to LNG transportation incidents\, such as in PHMSA’s Emergency Response Guidebook.\n\nIn carrying out its review of these topics\, the committee may determine that there are other topics directly relevant to the safe transportation of LNG by rail that warrant examination\, and it may elect to do so. Based on findings from the study\, the committee will issue a second report containing recommendations as appropriate to Congress\, PHMSA\, FRA\, industry\, emergency responders\, and other relevant parties on actions\, both nearer- and longer-term\, that are warranted to improve understanding of the risks associated with transporting LNG by rail\, mitigate risks\, and prevent and prepare for potential incidents. \n

SUMMARY:Merits and Viability of Different Nuclear Fuel Cycles and Technology Options and the Waste Aspects of Advanced Nuclear
DESCRIPTION:A committee of the National Academies will hold a virtual meeting December 7-8\, 2020 on the “Merits and Viability of Different Nuclear Fuel Cycles and Technology Options and the Waste Aspects of Advanced Nuclear”. \nThis study responds to a congressional mandate in the FY2020 Appropriations Act’s Conference Report in the subsection titled “Used Nuclear Fuel Disposition R&D\,” which calls for the Academies to “evaluate the merits and viability of different nuclear fuel cycles and technology options\, including both existing and future technologies” and will examine “the waste aspects of advanced reactors.” The study will result in two reports produced by a committee of experts convened by the Academies. The reports will contain consensus findings and recommendations to advise the Department of Energy\, Congress\, and other relevant stakeholders. \nBackground\nThe National Academies of Sciences\, Engineering\, and Medicine will appoint an ad hoc committee of experts to evaluate and assess: (1) the merits and viability of different nuclear fuel cycles and technology options and (2) the waste aspects of advanced nuclear reactors (that could be commercially deployed within the next 30 years). A consensus report will be produced to respond to each topic. \nThe first report will: \n\nEvaluate the merits and viability of different nuclear fuel cycles and technology options\, including both existing and future technologies and particularly consider the relevant work performed by the fuel cycle program of the Department of Energy’s Office of Nuclear Energy (DOE-NE)\, but not exclusively consider this program.\nAccount for linkages among all elements of the fuel cycle (including waste transportation\, storage\, and disposal associated with the front-end as well as back-end of the fuel cycle) and for broader safety\, security\, and nonproliferation concerns.\n\nThe second report will: \n\nAccount for typical volumes and characteristics of waste streams from various proposed advanced nuclear reactor technologies\, including radioisotopes of concern\, radioactivity level\, and thermal load and include the designs under consideration by the Generation IV International Forum and by the Department of Energy\, and including non-fuel radioactive wastes\, for example\, graphite blocks that are used in high-temperature gas-cooled reactors.\nEvaluate disposal and storage requirements for these wastes.\nAssess the impact of possible reprocessing of spent nuclear fuel on waste generation.\nExamine the economics of the possible waste disposal systems that could be required for advanced reactors.\n\nThe two consensus reports will provide findings and recommendations that may consider evidence-based policy options.

The study will update the 2008 National Academies consensus study on “Radiation Source: Use and Replacement” by reviewing the current state of high-risk radionuclide applications by sector (e.g.\, industrial\, research\, medical\, and other commercial applications) and by reviewing the current state of existing technologies on the market that are or could be used to replace radioisotopic technologies in those applications. \nMeeting Materials\n\nPotter – Americium Use and Security Risks\nGlen – Americium Surrogate Suspension-Resuspension Study\nMusolino – Americiun Risk Issues\nPublic Agenda\n\n\n\n\n\n\n\n\n\n\nBackground\n\n\n\nThe National Academies will appoint an ad hoc committee of experts to carry out principal tasks \n1.    to review (using the 2008 National Academies report “Radiation Source: Use and Replacement” as a baseline) the current industrial\, research\, and commercial (including medical) applications of radioactive sources\, including Categories 1\, 2\, and 3 sources as defined by the International Atomic Energy Agency’s “Categorization of Radioactive Sources\,” IAEA-TECDOC-1344; and \n2.    to identify uses for which a radioactive source can be replaced with an equivalent (or improved) non-radioisotope alternative technologies that are already available in the market and could become available in the market as next-generation or emerging technologies in the next 10 years\, and assess applications for which alternative technologies do not currently exist\, but which could significantly mitigate the risk associated with current technologies using high-risk radionuclides. \nThe assessment will examine domestic and international developments in radioactive source applications and feasible alternative technologies. In addition\, the assessment will use criteria to assess the overall technical feasibility and maturity of those technologies\, including the Department of Energy Technology Readiness Level (TRL). Moreover\, the assessment of alternative technologies will evaluate their attractiveness and practicality to organizations in consideration of adopting or transitioning to them.

SUMMARY:Safe Transportation of Liquefied Natural Gas by Railroad Tank Car
DESCRIPTION:A closed session meeting of the Transportation Research Board Consensus and Advisory Studies Division will take place on Oct. 28. \nThe meeting will only be open to the Safe Transportation of Liquefied Natural Gas by Railroad Tank Car study committee members and TRB staff. \n\n\nThis committee is tasked to review plans and activities to inform government and industry decisions about the transportation of liquefied natural gas by rail and consider ways to ensure the continued safety of these shipments over the longer-term. The committee’s review will be carried out in two phases\, each producing a report with findings and recommendations as appropriate. \nPhase 1 focuses on the plans and progress of the PHMSA-FRA LNG Task Force\, which has developed and begun executing a multi-task program. Phase 2 involves a detailed study of topics relevant to ensuring the safe movement of LNG by rail. \nThis is the fourth scheduled Committee Meeting for this effort. \nBACKGROUND \nPhase 1\nThe committee will review ongoing and planned USDOT efforts\, as documented and reported by the Pipeline and Hazardous Materials Administration (PHMSA) and Federal Railroad Administration (FRA)\, that are intended to inform pending decisions about whether and how bulk shipments of LNG can be safely transported by railroad tank car. At a minimum\, the committee will examine: \n\nThe experience transporting LNG in bulk shipments by other modes\, including by water and truck\, to identify basic principles applied for safety assurance that can inform measures taken by government and industry to ensure the safe movement of LNG by rail;\nWhat is known about the effectiveness of special regulatory and industry measures intended to assure the safe transportation of other relevant bulk rail shipments of hazardous materials\, especially any routing\, speed\, and other operational controls applied to high-hazard flammable trains and accompanying enhanced track inspection regimes; and\,\nThe applicability to bulk rail transportation of LNG of current emergency response plans\, protocols\, and guides for responding to LNG transportation incidents\, such as in PHMSA’s Emergency Response Guidebook.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n

SUMMARY:Agnostic Compact Demilitarization of Chemical Agents (ACDC)
DESCRIPTION:The Homeland Defense & Security Information Analysis Center (HDIAC) will host a webinar presentation on ‘Agnostic Compact Demilitarization of Chemical Agents (ACDC)‘ on 1 October 2020. \nThe safe destruction of chemical warfare agents (CWAs) and organic precursors is a timely\, costly\, and significant challenge for the international community. Today\, for example\, there are no approaches that exploit chemistries that are truly agnostic in terms of the agents that can be processed. Additionally\, current approaches require transport of agents from the storage site to a neutralization site\, which can add significant cost and time to the destruction process. \nDARPA’s ACDC program explored new technologies for neutralization of bulk stores of CWAs and organic precursors at or near the site of storage. ACDC developed and demonstrated the technologies needed to construct a transportable\, prototype system that converts organic compounds into constitutive carbon/nitrogen/phosphorous/sulfur oxides and stable alkali or alkaline earth metal salts. The ACDC system featured chemistries for agent destruction and sequestration of halogens and other components using locally available or easily transportable resources. This webinar describes the DARPA ACDC program and its exploration of neutralization of bulk stores of CWAs and organic precursors at or near the site of storage. \nPlease register in advance for the webinar at: https://www.anymeeting.com/PIID=EF54DD81854C3B \nAlternative Live Streams: \n https://r.hdiac.org/facebook\n https://r.hdiac.org/youtube

SUMMARY:Review of Governance Reform in the National Nuclear Security Administration Final Committee Meeting
DESCRIPTION:The National Academies of Science\, Engineering and Medicine\, Division on Engineering and Physical Sciences\, Laboratory Assessments Board will convene in a closed session virtual event on June 25-26\, 2020 for the Review of Governance Reform in the National Nuclear Security Administration. \nConcerns have been raised for decades about the governance and management of the U.S. nuclear security enterprise. The FY2016 National Defense Authorization Act calls for the National Academies\, in partnership with the National Academy of Public Administration\, to track and assess progress over 2016-2020 to reform governance and management of the enterprise. \nFor additional details\, please contact Shenae Bradley (202) 334-2293 sbradley@nas.edu. \n/// \nRelated: Report 4 on Tracking and Assessing Governance and Management Reform in the Nuclear Security Enterprise \n\n\n\nThe Nuclear Security Enterprise consists of the National Nuclear Security Administration (NNSA) plus a large\, distributed system of laboratories\, production plants\, and other sites that are staffed by personnel working under management and operating contracts. In collaboration with the National Academy of Public Administration\, Report 4 on Tracking and Assessing Governance and Management Reform in the Nuclear Security Enterprise evaluates the implementation plan developed by the National Nuclear Security Administration and Department of Energy in response to the FY2016 National Defense Authorization Act\, and the subsequent implementation of such plan. The recommendations of this report will guide the NNSA as they reform management culture to a culture of performance\, accountability\, and credibility that is mission-driven. \n\n\n\n  \n

SUMMARY:Nuclear Power for the Modern Grid
DESCRIPTION:The Homeland Defense & Security Information Analysis Center (HDIAC) will host a webinar on  Nuclear Power for the Modern Grid on 24 June from 1200 to 1300 EDT. \nElectric power production in the United States faces challenges on several fronts. This includes the near-term retirement of aging coal-fired power plants\, grid stability challenges arising from increased penetration of variable power generators\, regional energy imbalances\, and the need for more carbon-free power to meet government mandates. \nThe reliability and resilience of power production systems are also gaining attention and thought must be given to hardening power generation systems against natural events such as severe weather events and the potential for man-made events such as aircraft impact\, cybersecurity attacks\, or electro-magnetic pulses. \nThis webinar explores nuclear power and small modular reactors and discusses associated implementation challenges as part the US transformation to a 21st century power grid. \nThe keynote speaker for this webinar is Dr. José N. Reyes\, Jr.\, co-founder and Chief Technology Officer for NuScale Power. He is also Professor Emeritus at the School of Nuclear Science and Engineering at Oregon State University. He is an internationally recognized expert on passive safety system design\, testing\, and operations for nuclear power plants. He has also served as a United Nations International Atomic Energy Agency (IAEA) technical expert on passive safety systems.
