SUMMARY:Nuclear Risk Reduction: Friction Points
DESCRIPTION:Competitive dynamics between the United States and the Russian Federation\, and the United States and China\, colours interpretations of each other’s national security strategies and nuclear doctrines. The intent that each projects onto the other (for instance\, around lowered thresholds of nuclear use\, or the pursuit of escalation dominance) then filters into their readings of specific capabilities. Consequently\, the “friction points” between them – the issues of contention that can spark potential conflict and escalation\, including to nuclear use – are unfortunately numerous. \nThis side event to the UN First Committee will contribute to informed discussion on nuclear weapon risk reduction\, considering ways that the ‘great powers’ can bridge strategic perception gaps (including through the ongoing Russia-US bilateral strategic stability dialogue).  Panelists will also discuss technological developments – including in other domains – that are increasing the risks of nuclear weapon use\, as well as means to address these. \nUNIDIR encourages the participation of representatives and experts interested in nuclear risk reduction\, strategic stability\, and related topics. \nDISCUSSION\nAnna Péczeli\, Center for Global Security Research \nPolina Sinovets\, Odessa Center for Nonproliferation \nWilfred Wan\, UNIDIR (moderator)

SUMMARY:Like Wildfire: How Climate Justice Should Change Disaster Response
DESCRIPTION:Sponsored by DBASSE and Issues in Science and Technology magazine\, the 2021 Henry and Bryna David lecture will feature Dr. Michael A. Méndez\, assistant professor of environmental planning and policy at the University of California\, Irvine. \nAs climate change advances\, communities across the United States are adapting to the increased threat of wildfires. Such disasters are expected to become more frequent and severe. \nIn this lecture\, Dr. Méndez explores why it is crucial to understand how these events amplify existing inequalities\, and how to lessen the resulting harms\, in particular for the most stigmatized populations\, such as undocumented Latino/a and Indigenous migrants. \nDr. Michael Méndez is an Assistant Professor of Environmental Planning and Policy at the University of California\, Irvine. He most recently served as the inaugural James and Mary Pinchot Faculty Fellow in Sustainability Studies and Associate Research Scientist at the Yale School of the Environment. Michael has more than a decade of senior-level experience in the public and private sectors\, where he consulted and actively engaged in the policymaking process. This included working for the California State Legislature as a senior consultant\, lobbyist\, a member of the California State Mining & Geology Board\, and as vice chair of the Sacramento City Planning Commission. In 2021\, California Governor Gavin Newsom appointed Dr. Méndez to the Los Angeles Regional Water Quality Control Board. The board regulates water quality in a region of 11 million people. \nDr. Méndez’s research on climate-induced disasters and social vulnerability has been awarded a National Science Foundation (NSF) Early Faculty Career grant\, in conjunction with the National Center for Atmospheric Research (NCAR). \nPlease visit NASEM’s Like Wildfire: How Climate Justice Should Change Disaster Response meeting page for more information.

SUMMARY:Assessment of High Energy Density (HED) Physics
DESCRIPTION:High energy density (HED) physics has critical applications in areas such as inertial confinement fusion and the stewardship of the nation’s nuclear weapons stockpile. \nThe Committee on the Assessment of High Energy Density (HED) Science is hosting panels to collect input during an open-session\, along with closed-sessions to deliberate on process\, input gathering\, and writing. \nCongress has requested that the National Academies of Sciences\, Engineering\, and Medicine conduct an assessment of HED physics research in the United States. The assessment will identify key challenges and science questions and propose ways to address them in the coming decade. It will include a particular focus on HED material phases and conditions of interest to the National Nuclear Security Administration (NNSA)\, which is the sponsor of this assessment. \nBACKGROUND \n\nDescription\n\n\n\nThe Academies shall establish a committee that will articulate the recent advances\, status\, and future directions of high energy density (HED) physics in the United States.  The committee will consider HED physics as the physics of matter and radiation at energy densities exceeding 1 x 10^11 J/m3 or other temperature and pressure ranges within the warm dense matter regime.  It will include a particular focus on HED material phases\, plasmas atypical of astrophysical conditions\, and conditions of interest to the National Nuclear Security Administration (NNSA). The committee will then develop a report that will: \n• Assess the progress and achievements in HED physics over the last decade\, including theory\, computation\, modeling and simulation\, driver development\, instrument development\, emerging technologies\, analytical methods\, and target fabrication. \n• Identify major scientific gaps and potential new directions in areas of modeling\, simulation\, instrumentation\, and target fabrication that offer the most promising near- and mid-term investment opportunities. \n• Identify challenges that the field may face over the next decade in realizing those opportunities and offer guidance for addressing them\, including\, but not limited to\, investment level\, interagency collaboration\, research tools\, and infrastructure. \n• Evaluate the role of HED physics in developing an expert workforce for NNSA and assess whether changes in resources\, scientific focus\, access to experimental facilities\, or funding levels are necessary to meet nuclear security workforce needs in the coming decade. \n• Assess the state and recent advances made by other countries in HED physics and discuss the relative standing of the United States. \n\n\nPlease visit NASEM’s Assessment of High Energy Density (HED) Physics meeting page for more information.

SUMMARY:U.S. Coast Guard Oversight of Recognized Organizations
DESCRIPTION:A study committee appointed by the National Academies of Sciences\, Engineering\, and Medicine will conduct an assessment of the effectiveness of the U.S. Coast Guard’s oversight of recognized organizations (ROs) and its impact on compliance and on the safety of vessels inspected by such organizations. \nThis is a closed session involving the committee members and Transportation Research Board staff only. \nBACKGROUND \nThe committee will assess the Coast Guard’s actions to oversee\, guide\, monitor\, assess\, and otherwise strengthen the performance of ROs in carrying out their delegated statutory certifications and other services. Consideration will be given to changes that have been made\, or that are planned\, in areas such as institutional and organizational structures; roles and responsibilities\, policies and procedures; guidance and compliance documents; data and analytic systems; training; communications; and performance reporting. \nThe committee will also compare the main features of the Coast Guard’s oversight program with those of the oversight programs of other regulatory agencies that delegate regulatory or statutory authority to third parties from both the transportation and non-transportation domains. To the extent that sufficient data are available\, the committee will benchmark the Coast Guard’s program with other programs. \nInformed by this review and comparison\, the committee will consider the effectiveness of the Coast Guard’s RO oversight program and identify needs and potential opportunities to strengthen it. In identifying these needs and opportunities\, the committee will\, as a minimum\, consider: \n• The Coast Guard’s marine inspection workforce’s size\, training\, competency levels\, and qualifications for conducting RO oversight;\n• The degree of data analysis and sharing among the Coast Guard and ROs\, including the integration of RO data into Coast Guard decisionmaking processes concerning the RO and/or the vessels the RO performs work on behalf of the Coast Guard;\n• The functionality\, usability\, and utility of the Coast Guard vessel inspection database [Marine Information System for Safety and Law Enforcement (MISLE)]; and\n• The prospects for introducing a more automated risk-based program for the RO oversight program and associated vessels. \nBased on the findings from its review\, the committee will make recommendations\, as appropriate\, on any additional steps the Coast Guard should consider to ensure the effective oversight and performance of ROs in carrying out their delegated statutory certifications and services and to further compliance by vessel owners and operators.

SUMMARY:Future Directions of Sustainability in Chemical Manufacturing
DESCRIPTION:This webinar will explore the challenges and opportunities for reshaping the manufacturing of different types of chemicals.\n\n\nChemical manufacturing traditionally uses energy intensive processes and feedstocks and produces products that are not easily recyclable or reusable. Incorporating sustainable practices into the many areas of chemical manufacturing will be vital for the chemical industry as sustainability becomes more valuable to consumers and resources become more limited. \nThe manufacturing of commodity chemicals\, specialty chemicals\, and polymers all have their own unique challenges and opportunities when attempting to decrease energy and material waste. Future directions may include rethinking industrial processes\, improving the efficiency in manufacturing processes themselves\, or producing more sustainable materials and products. This webinar\, hosted by the Chemical Sciences Roundtable\, will explore future directions for increased sustainability in chemical manufacturing\, followed by discussion with the community. \nFor more information\, please visit our website. \nPlease direct all questions and concerns to jwolfman@nas.edu. \n\nThe Chemical Sciences Roundtable provides a science-oriented\, apolitical forum for discussing chemically related issues affecting government\, industry\, and universities. It is not a source of advice for federal officials\, but an educational vehicle for exchange of information that could lead to follow-up action by private-sector participants and their parent organizations. The Roundtable organizes workshops\, for which summaries are published\, but does not make recommendations.

SUMMARY:CSWMD Spotlight: Negotiating Next Steps on Arms Control with Putin’s Russia
DESCRIPTION:After the Summit: Negotiating Next Steps on Arms Control with Putin’s Russia\n\n\nBilateral strategic arms control with Russia is a complicated and relevant topic which combines historical\, technical\, legal\, psychological\, and cultural dimensions. The extension of New START provided a five-year respite for bilateral strategic arms control\, and the Biden-Putin summit intimated that discussions could begin on what to do next. There is\, however\, the realization of the difficulties which must be overcome in the next five years to negotiate a follow-on agreement: the place of bilateral strategic arms control in an increasingly multipolar and multidomain strategic landscape\, the challenging history of the last 20 years of the U.S.-Russian bilateral relationship\, Putin’s thinking on arms control and strategic stability\, and a difficult political environment for the ratification of legally binding agreements. \nJoin us on July 29 for a CSWMD Spotlight Webinar discussion on Negotiating Next Steps on Arms Control with Putin’s Russia with Deputy Director\, Center for Global Security Research (CGSR) Michael Albertson. This talk will attempt to provide some concrete recommendations on how to tackle some of these challenges. \nIf you have any questions about the event\, please contact the CSWMD Admin staff at WMDCenter@ndu.edu. \n \nSpeaker Biography \nMichael Albertson is deputy director of the Center for Global Security Research (CGSR) at Lawrence Livermore National Laboratory. Prior to his current position at CGSR\, he served for 16 years in the federal government handling a wide variety of deterrence and arms control-related portfolios for various organizations. From November 2018 to September 2020 he was a senior policy advisor in the Office of the Secretary of Defense (OSD) in the Office of Nuclear and Missile Defense Policy\, facilitating extended deterrence dialogues with NATO and Asian allies. Before OSD\, Mr. Albertson worked as a team lead in the Department of State’s Office of Strategic Stability and Deterrence Affairs from 2015 to 2018 on Russian strategic nuclear arms control issues including implementation and compliance of the INF Treaty and New START Treaties. He served from 2013 to 2014 on the National Security Council Staff as a director for Russia covering Russian military-security issues; from 2010 to 2012 as a policy advisor to the senior advisor for Arms Control and Strategic Stability to the Under Secretary of Defense (Policy) participating in the negotiation\, ratification\, and implementation of the New START Treaty; and from 2004 to 2010 as an intelligence analyst and then senior intelligence analyst in the Department of Defense studying Russian military capabilities and doctrine. He holds a B.A. in international relations and government from Claremont McKenna College\, an M.S. in strategic intelligence from the National Defense Intelligence College\, and an M.A. in security policy studies from George Washington University. \nModerated by Sarah Jacobs Gamberini\, Policy Fellow\, CSWMD. \nIf you would like to be the first to know about similar events\, join our mailing list!

SUMMARY:Restricted Data: The History of Nuclear Secrecy in the United States
DESCRIPTION:Join Alex Wellerstein\, professor and nuclear historian at Stevens Institute of Technology\, in conversation with Lynn Eden\, senior research scholar emeritus at Stanford University\, to discuss Wellerstein’s recent book\, Restricted Data: The History of Nuclear Secrecy in the United States. If secrecy and science form the bedrock of the Atomic Age\, what does this mean for a path forward? \nAlex Wellerstein\nSpeaker\nAlex Wellerstein is a professor at the Stevens Institute of Technology in Hoboken\, New Jersey. He is a historian of nuclear weapons\, and the author of the recently-published book RESTRICTED DATA: The History of Nuclear Secrecy in the United States (University of Chicago Press\, 2021). He has a PhD in the History of Science from Harvard University\, and a BA in History from the University of California\, Berkeley. Aside from his articles that have been featured in The New Yorker\, The Washington Post\, and Harper’s Magazine\, among other venues\, he is also know known as the creator of the NUKEMAP\, an online nuclear weapons effects simulator that has been used by tens of millions of people worldwide.\nphoto of Lynn Eden \nLynn Eden\nModerator\nLynn Eden is Senior Research Scholar (Emeritus) at Stanford University’s Center for International Security and Cooperation and a member of the Bulletin’s Science and Security Board. Her scholarly work focuses on the military and society; science\, technology\, and organizations; and US nuclear weapons history and policy. Eden’s Whole World on Fire: Organizations\, Knowledge\, and Nuclear Weapons Devastation won the American Sociological Association’s 2004 Robert K. Merton award for best book in science and technology studies. Her current historical research and writing asks how a specific US military planning organization has enabled very good people to plan what\, if put into action\, could or would result in the deaths of tens of millions of people. In other words\, how do US military officers make plans to fight and prevail in nuclear war? The answer lies not in individual psychology but in common organizational processes such as abstraction\, categorization and fragmented responsibilities.
