SUMMARY:National Science\, Technology\, and Security Roundtable Meeting 4
DESCRIPTION:This is the fourth meeting of the National Science\, Technology\, and Security Roundtable. The Roundtable is a neutral venue where individuals from the national intelligence and law enforcement communities can meet with representatives from industry and the academic research community to discuss current threats\, benefits\, and potential risks. Members and speakers will continue their discussion from the last three meetings (Nov. 30\, 2020\, March 11\, 2021\, July 7-8\, 2021)\, hear from additional experts\, and chart the Roundtable’s future path. \nThe open exchange of scientific and technical information has long been a fundamental tenet of science and an important feature of academic and federally-funded research in the United States. Recent reports of foreign governments acquiring information and materials from foreign students and faculty studying and working in U.S. institutions and from U.S. faculty engaged in collaborative research activities abroad are raising concerns that the open exchange of U.S. scientific and technical know-how may be presenting new national and economic security risks in an increasingly global and competitive environment. \nNASEM established a National Science\, Technology\, and Security Roundtable to provide a neutral venue where individuals from the national intelligence and law enforcement communities can meet with representatives from industry and the academic research community to discuss current threats\, benefits\, and potential risks. The Roundtable will: \n1) explore critical issues related to protecting U.S. national and economic security \n2) identify and consider security threats and risks associated with federally funded research and development \n3) identify effective approaches to communicating threats and risks \n4) share best practices for addressing and mitigating the threats and risks \n5) examine potential near- and long-terms responses by stakeholders in the research enterprise to mitigate and address the risks associated with foreign threats. \nProceedings of the Roundtable discussions will be produced as will an overarching summary at the end of four years. \nPlease visit NASEM’s National Science\, Technology\, and Security Roundtable webpage for more information.

SUMMARY:Safe Transportation of Liquefied Natural Gas by Railroad Tank Car - Session 5
DESCRIPTION:The committee on Safe Transportation of Liquefied Natural Gas by Railroad Tank Car\, part of the Transportation Research Board\, will meet on 27 October 2021 in a closed session. This is the 5th Session of Phase II review. \nBackground: \nAn ad hoc committee appointed by the National Academies of Sciences\, Engineering\, and Medicine will review\, per request of Congress\, current U.S. Department of Transportation (USDOT) plans and activities to inform government and industry decisions about the transportation of liquefied natural gas (LNG) by rail and consider ways to ensure the continued safety of these shipments over the longer-term. The committee’s review will be carried out in two phases\, each producing a report with findings and recommendations as appropriate. \nPhase 1\nThe committee will review ongoing and planned USDOT efforts\, as documented and reported by the Pipeline and Hazardous Materials Administration (PHMSA) and Federal Railroad Administration (FRA)\, that are intended to inform pending decisions about whether and how bulk shipments of LNG can be safely transported by railroad tank car. The review will focus specifically on the plans and progress of the PHMSA-FRA LNG Task Force\, which has developed and begun executing a multi-task program of research\, data gathering\, analysis\, testing\, modeling\, and risk assessment. Based on the expert judgment of its members\, and drawing largely on the Task Force’s reports of results\, ongoing and planned tasks\, and other relevant information\, the committee will produce a report with findings on specific tasks and the program overall with regard to quality\, completeness\, and relevance to the agencies’ near-term decision making needs. The committee may make recommendations in this first report that can be acted upon quickly to strengthen the program. \nPhase 2\nThe committee will engage in information-gathering and analysis to conduct an in-depth study of topics relevant to ensuring the safe movement of LNG by rail if allowed by special permit or regulatory authorization. At a minimum\, the committee will examine: \nThe experience transporting LNG in bulk shipments by other modes\, including by water and truck\, to identify basic principles applied for safety assurance that can inform measures taken by government and industry to ensure the safe movement of LNG by rail; \nWhat is known about the effectiveness of special regulatory and industry measures intended to assure the safe transportation of other relevant bulk rail shipments of hazardous materials\, especially any routing\, speed\, and other operational controls applied to high-hazard flammable trains and accompanying enhanced track inspection regimes; \nThe applicability to bulk rail transportation of LNG of current emergency response plans\, protocols\, and guides for responding to LNG transportation incidents\, such as in PHMSA’s Emergency Response Guidebook. \nIn carrying out its review of these topics\, the committee may determine that there are other topics directly relevant to the safe transportation of LNG by rail that warrant examination\, and it may elect to do so. Based on findings from the study\, the committee will issue a second report containing recommendations as appropriate to Congress\, PHMSA\, FRA\, industry\, emergency responders\, and other relevant parties on actions\, both nearer- and longer-term\, that are warranted to improve understanding of the risks associated with transporting LNG by rail\, mitigate risks\, and prevent and prepare for potential incidents. \nPlease visit NASEM’s Safe Transportation of Liquefied Natural Gas by Railroad Tank Car page for more information and resources.

SUMMARY:Nuclear Risk Reduction: Friction Points
DESCRIPTION:Competitive dynamics between the United States and the Russian Federation\, and the United States and China\, colours interpretations of each other’s national security strategies and nuclear doctrines. The intent that each projects onto the other (for instance\, around lowered thresholds of nuclear use\, or the pursuit of escalation dominance) then filters into their readings of specific capabilities. Consequently\, the “friction points” between them – the issues of contention that can spark potential conflict and escalation\, including to nuclear use – are unfortunately numerous. \nThis side event to the UN First Committee will contribute to informed discussion on nuclear weapon risk reduction\, considering ways that the ‘great powers’ can bridge strategic perception gaps (including through the ongoing Russia-US bilateral strategic stability dialogue).  Panelists will also discuss technological developments – including in other domains – that are increasing the risks of nuclear weapon use\, as well as means to address these. \nUNIDIR encourages the participation of representatives and experts interested in nuclear risk reduction\, strategic stability\, and related topics. \nDISCUSSION\nAnna Péczeli\, Center for Global Security Research \nPolina Sinovets\, Odessa Center for Nonproliferation \nWilfred Wan\, UNIDIR (moderator)

SUMMARY:Assessment of High Energy Density (HED) Physics
DESCRIPTION:High energy density (HED) physics has critical applications in areas such as inertial confinement fusion and the stewardship of the nation’s nuclear weapons stockpile. \nThe Committee on the Assessment of High Energy Density (HED) Science is hosting panels to collect input during an open-session\, along with closed-sessions to deliberate on process\, input gathering\, and writing. \nCongress has requested that the National Academies of Sciences\, Engineering\, and Medicine conduct an assessment of HED physics research in the United States. The assessment will identify key challenges and science questions and propose ways to address them in the coming decade. It will include a particular focus on HED material phases and conditions of interest to the National Nuclear Security Administration (NNSA)\, which is the sponsor of this assessment. \nBACKGROUND \n\nDescription\n\n\n\nThe Academies shall establish a committee that will articulate the recent advances\, status\, and future directions of high energy density (HED) physics in the United States.  The committee will consider HED physics as the physics of matter and radiation at energy densities exceeding 1 x 10^11 J/m3 or other temperature and pressure ranges within the warm dense matter regime.  It will include a particular focus on HED material phases\, plasmas atypical of astrophysical conditions\, and conditions of interest to the National Nuclear Security Administration (NNSA). The committee will then develop a report that will: \n• Assess the progress and achievements in HED physics over the last decade\, including theory\, computation\, modeling and simulation\, driver development\, instrument development\, emerging technologies\, analytical methods\, and target fabrication. \n• Identify major scientific gaps and potential new directions in areas of modeling\, simulation\, instrumentation\, and target fabrication that offer the most promising near- and mid-term investment opportunities. \n• Identify challenges that the field may face over the next decade in realizing those opportunities and offer guidance for addressing them\, including\, but not limited to\, investment level\, interagency collaboration\, research tools\, and infrastructure. \n• Evaluate the role of HED physics in developing an expert workforce for NNSA and assess whether changes in resources\, scientific focus\, access to experimental facilities\, or funding levels are necessary to meet nuclear security workforce needs in the coming decade. \n• Assess the state and recent advances made by other countries in HED physics and discuss the relative standing of the United States. \n\n\nPlease visit NASEM’s Assessment of High Energy Density (HED) Physics meeting page for more information.

SUMMARY:U.S. Coast Guard Oversight of Recognized Organizations
DESCRIPTION:A study committee appointed by the National Academies of Sciences\, Engineering\, and Medicine will conduct an assessment of the effectiveness of the U.S. Coast Guard’s oversight of recognized organizations (ROs) and its impact on compliance and on the safety of vessels inspected by such organizations. \nThis is a closed session involving the committee members and Transportation Research Board staff only. \nBACKGROUND \nThe committee will assess the Coast Guard’s actions to oversee\, guide\, monitor\, assess\, and otherwise strengthen the performance of ROs in carrying out their delegated statutory certifications and other services. Consideration will be given to changes that have been made\, or that are planned\, in areas such as institutional and organizational structures; roles and responsibilities\, policies and procedures; guidance and compliance documents; data and analytic systems; training; communications; and performance reporting. \nThe committee will also compare the main features of the Coast Guard’s oversight program with those of the oversight programs of other regulatory agencies that delegate regulatory or statutory authority to third parties from both the transportation and non-transportation domains. To the extent that sufficient data are available\, the committee will benchmark the Coast Guard’s program with other programs. \nInformed by this review and comparison\, the committee will consider the effectiveness of the Coast Guard’s RO oversight program and identify needs and potential opportunities to strengthen it. In identifying these needs and opportunities\, the committee will\, as a minimum\, consider: \n• The Coast Guard’s marine inspection workforce’s size\, training\, competency levels\, and qualifications for conducting RO oversight;\n• The degree of data analysis and sharing among the Coast Guard and ROs\, including the integration of RO data into Coast Guard decisionmaking processes concerning the RO and/or the vessels the RO performs work on behalf of the Coast Guard;\n• The functionality\, usability\, and utility of the Coast Guard vessel inspection database [Marine Information System for Safety and Law Enforcement (MISLE)]; and\n• The prospects for introducing a more automated risk-based program for the RO oversight program and associated vessels. \nBased on the findings from its review\, the committee will make recommendations\, as appropriate\, on any additional steps the Coast Guard should consider to ensure the effective oversight and performance of ROs in carrying out their delegated statutory certifications and services and to further compliance by vessel owners and operators.

SUMMARY:2021 Outer Space Security Conference
DESCRIPTION:Space is increasingly critical to modern life on Earth. However\, there is growing concern that as space becomes more economically and strategically important\, tensions between different space actors could lead to conflict. Such a conflict could have devastating consequences for humankind. \nOver the past year\, several countries have carried out tests of counterspace technology\, as well as ambiguous operations that have raised alarms and incited protests and criticisms. Many States’ space policies continue to shift towards treating outer space as a contested\, operational\, or even warfighting\, domain. This panel will discuss drivers of an arms race in outer space including geopolitical rivalries\, enabling capabilities\, and the accelerated development of arms. \nTo better understand and address issues related to space security\, the United Nations Institute for Disarmament Research (UNIDIR) is pleased to invite you to the 2021 Outer Space Security Conference. This two-day flagship event provides a unique forum for the Geneva-based diplomatic community—as well as visiting experts from military\, industry and academic backgrounds—to jointly consider challenges related to security in outer space and to exchange ideas regarding solutions. \nUNIDIR encourages the participation of diplomats\, national representatives\, policymakers\, as well as academics\, practitioners and other experts working on or interested in issues pertaining to space security. \nHighlighted topics and addresses include: \n\nWhy the international community needs to build a sustainable space security architecture\nFrom the enactment of the Outer Space Treaty to now: how has the space domain changed?\nThe dual-use nature of space assets and their potential impacts on outer space security\nNon-binding norms and Transparency and Confidence-Building Measures (TCBMs)\nThe Hague Code of Conduct against Ballistic Missile Proliferation (HCOC) and its relevancy to this discussion\nVerification mechanisms and space security regulations\nThe role of non-governmental entities and non-traditional stakeholders in contributing to space security\n\nREGISTRATION\nThis hybrid event will be held in person in the Palais des Nations\, Geneva and it will be livestreamed\, with the possibility of interactive participation. \nParticipants can join the event either in-person or virtually: \n\nTo participate in-person\, please register here.\n\nPlease note due to Covid-19\, participants who: within the past 14 days have been in close contact with a person testing positive for Covid-19\, or experience cold- or flu-like symptoms (however mild) are not authorized to enter UNOG and are kindly requested to attend meetings remotely instead.\n\n\nTo participate virtually\, please register here. The link to access the broadcast of OS21 will be sent to registered participants one day prior to the event.\n\nPlease visit the UNIDIR 2021 Outer Space Security Conference site for more information.

SUMMARY:Future Directions of Sustainability in Chemical Manufacturing
DESCRIPTION:This webinar will explore the challenges and opportunities for reshaping the manufacturing of different types of chemicals.\n\n\nChemical manufacturing traditionally uses energy intensive processes and feedstocks and produces products that are not easily recyclable or reusable. Incorporating sustainable practices into the many areas of chemical manufacturing will be vital for the chemical industry as sustainability becomes more valuable to consumers and resources become more limited. \nThe manufacturing of commodity chemicals\, specialty chemicals\, and polymers all have their own unique challenges and opportunities when attempting to decrease energy and material waste. Future directions may include rethinking industrial processes\, improving the efficiency in manufacturing processes themselves\, or producing more sustainable materials and products. This webinar\, hosted by the Chemical Sciences Roundtable\, will explore future directions for increased sustainability in chemical manufacturing\, followed by discussion with the community. \nFor more information\, please visit our website. \nPlease direct all questions and concerns to jwolfman@nas.edu. \n\nThe Chemical Sciences Roundtable provides a science-oriented\, apolitical forum for discussing chemically related issues affecting government\, industry\, and universities. It is not a source of advice for federal officials\, but an educational vehicle for exchange of information that could lead to follow-up action by private-sector participants and their parent organizations. The Roundtable organizes workshops\, for which summaries are published\, but does not make recommendations.
