SUMMARY:How Credible Nuclear Security Guarantees Backfire
DESCRIPTION:How Credible Nuclear Security Guarantees Backfire with Lauren Sukin \nStanford University’s Center for International Security and Cooperation (CISAC) will discuss How Credible Nuclear Security Guarantees Backfire during a virtual event open to the public on 26 April 2022. Those with an active Stanford ID may attend in person at Encina Hall. \nExisting literature posits that the main challenge for nuclear security guarantees lies in making the promise of protection sufficiently credible. If allies do not believe their guarantor will actually come to their aid\, they may seek alternate means of protection\, including by investing in nuclear infrastructure. Credible security guarantees\, on the other hand\, are thought to reassure allies. In contrast to this approach\, Dr. Sukin argues that credible nuclear guarantees can backfire. These guarantees can cause clients to fear that their guarantors will drag them into a precipitous nuclear conflict. Fears of nuclear escalation by their guarantor can drive clients to distance themselves from their alliance or seek stronger independent nuclear capabilities. Using survey experiments and case studies of U.S. alliances in East Asia and Europe\, this project explores the risks of credible U.S. nuclear security guarantees. \nAbout the Speaker: \nDr. Lauren Sukin is currently a MacArthur Nuclear Security Fellow at Stanford University’s Center for International Security and Cooperation. In September 2022\, she will join the Department of International Relations at the London School of Economics and Political Science as an Assistant Professor of International Relations. Dr. Sukin holds a Ph.D. (2021) and M.A. (2020) from the Department of Political Science at Stanford University. She also holds A.B.s from the Departments of Political Science and Literary Arts at Brown University (2016). Dr. Sukin’s research examines issues of international security\, focusing on the role of nuclear weapons in international politics. \nThe Virtual option is open to the Public. Only those with an active Stanford ID with access to William J Perry Conference Room in Encina Hall may attend in person. \nPlease visit CISAC’s How Credible Nuclear Security Guarantees Backfire event listing to register. \n

SUMMARY:Tracking Radiation Doses from Medical Diagnostic Procedures
DESCRIPTION:The Nuclear and Radiation Studies Board of the National Academies will host a two-hour webinar on December 14 to discuss the pros and cons of tracking radiation doses from medical diagnostic procedures and possible implications. \nThe use of medical diagnostic procedures has benefited the care of most patients. However\, it is accompanied by growing concerns about the risks associated with diagnostic computed tomography (CT)\, fluoroscopy\, and nuclear medicine imaging exams that utilize ionizing radiation. A number of initiatives in radiation safety in medicine aim to provide higher quality clinical management of patients and to ensure that reasonable steps are taken to keep the exposures as low as possible without compromising diagnostic efficacy. The idea of tracking radiation exposures from medical diagnostic procedures as a means of individual dose monitoring and risk assessment to patients has been debated over the years and more recently national and international organizations have issued statements with opposing views. \nABOUT THE SPEAKERS \nArmin Ansari is the Radiological Assessment Team Lead at the Centers for Disease Control and Prevention (CDC). He received his B.S. and PhD degrees in radiation biophysics from the University of Kansas and completed his postdoctoral research in radiation mutagenesis at Oak Ridge and Los Alamos National Laboratories. SUMMARY:Safe Transportation of Liquefied Natural Gas by Railroad Tank Car – Session 6
DESCRIPTION:The committee on Safe Transportation of Liquefied Natural Gas by Railroad Tank Car\, part of the Transportation Research Board\, will meet on 6 December 2021 in a closed session. This is the 6th Session of Phase II review. \nBackground: \nAn ad hoc committee appointed by the National Academies of Sciences\, Engineering\, and Medicine will review\, per request of Congress\, current U.S. Department of Transportation (USDOT) plans and activities to inform government and industry decisions about the transportation of liquefied natural gas (LNG) by rail and consider ways to ensure the continued safety of these shipments over the longer-term. The committee’s review will be carried out in two phases\, each producing a report with findings and recommendations as appropriate. \nPhase 2\nThe committee will engage in information-gathering and analysis to conduct an in-depth study of topics relevant to ensuring the safe movement of LNG by rail if allowed by special permit or regulatory authorization. \nAt a minimum\, the committee will examine: \n\nThe experience transporting LNG in bulk shipments by other modes\, including by water and truck\, to identify basic principles applied for safety assurance that can inform measures taken by government and industry to ensure the safe movement of LNG by rail\nWhat is known about the effectiveness of special regulatory and industry measures intended to assure the safe transportation of other relevant bulk rail shipments of hazardous materials\, especially any routing\, speed\, and other operational controls applied to high-hazard flammable trains and accompanying enhanced track inspection regimes\nThe applicability to bulk rail transportation of LNG of current emergency response plans\, protocols\, and guides for responding to LNG transportation incidents\, such as in PHMSA’s Emergency Response Guidebook\n\nIn carrying out its review of these topics\, the committee may determine that there are other topics directly relevant to the safe transportation of LNG by rail that warrant examination\, and it may elect to do so. Based on findings from the study\, the committee will issue a second report containing recommendations as appropriate to Congress\, PHMSA\, FRA\, industry\, emergency responders\, and other relevant parties on actions\, both nearer- and longer-term\, that are warranted to improve understanding of the risks associated with transporting LNG by rail\, mitigate risks\, and prevent and prepare for potential incidents. \nPlease visit NASEM’s Safe Transportation of Liquefied Natural Gas by Railroad Tank Car page for more information and resources.
