SUMMARY:Inside the Networks: How Knowledge-Sharing Drives Improvised SALW\, IEDs and UAS Production
DESCRIPTION:Improvised weapons are no longer rare or difficult to build. With knowledge-sharing more accessible than ever\, the threat posed by do-it-yourself Improvised Explosive Devices (IEDs)\, Small Arms and Light Weapons (SALW)\, and Uncrewed Aerial Systems (UAS) continues to grow. On 8 December 2025\, the United Nations Institute for Disarmament Research (UNIDIR) will host a high-level international conference in Geneva\, Switzerland\, to examine this pressing issue: Inside the Networks: How Knowledge-Sharing Drives Improvised SALW\, IEDs and UAS Production. \nThis in-person event—organized under the auspices of UNIDIR’s new initiative\, “Breaking the Supply Chain: Countering the Illicit Production of Improvised SALW\, IEDs and UAS”—will bring together global experts to assess how informal and formal knowledge-sharing networks fuel the proliferation of improvised conventional weapons. These networks\, operating both online and offline\, are lowering barriers to access\, enabling a wider range of non-state actors to manufacture weapons with unprecedented speed and scale. \nThe conference aims to: \n\nHighlight how global\, decentralized knowledge networks enable the spread of improvised weapons manufacturing techniques;\nServe as a neutral platform for knowledge exchange across sectors and geographies;\nShare good practices and identify actionable solutions for disrupting these networks and enhancing collective response mechanisms;\nStrengthen international cooperation on threat surveillance\, detection\, and response.\n\nTarget AudienceParticipation is by invitation only and will include representatives from UN permanent missions\, international and regional organizations\, national law enforcement\, defense and security experts\, and other stakeholders working in counter-IED\, CBRNE\, and conventional arms control domains. Industry and academic professionals working on surveillance\, security technologies\, decision support systems\, and protective measures are also key stakeholders in this dialogue. \nAs the security landscape continues to evolve\, understanding and disrupting the knowledge flows behind improvised weapons is a critical step in preventing their proliferation. This conference represents a timely and focused effort to build global resilience against one of the fastest-growing threats in asymmetric warfare and internal security.

SUMMARY:Evaluation of ARPA-E’s Mission and Goals Meeting 2
DESCRIPTION:A committee of experts will meet on 7-8 October 2024 as part of a National Academies’ study to evaluate ARPA-E’s mission and goals. \nThe Advanced Research Projects Agency – Energy (ARPA-E) was established in 2009 to address barriers to the development of transformational science and technology solutions for energy and environmental challenges\, with goals of increasing U.S. energy and economic security and ensuring U.S. leadership in advanced energy technologies. \nAs requested in the Energy Act of 2020\, this study will evaluate how well ARPA-E is achieving its mission and goals by analyzing its operations and assessing the impacts of its programs. This will be the second National Academies review of ARPA-E\, following the first review that was published in 2017. \nSpecifically\, to the extent that data are available\, the committee will identify and evaluate: \n\nARPA-E’s methods and procedures to develop new programs and actively manage its portfolio of activities\, including: recruiting and hiring procedures to attract and retain qualified key personnel; the practice of active program management with term-limited staff; any modifications to procedures made in response to the 2017 NASEM evaluation of ARPA-E.\nThe benefits attributable to ARPA-E’s portfolio\, including broader impacts on the research and development community in the relevant fields\, downstream users of funded technologies\, and DOE’s research\, development\, and demonstration efforts.\nARPA-E’s evaluation methods to assess its portfolio of activities\, including both quantitative and qualitative approaches\, which will include ARPA-E’s identification of high-risk\, transformational technologies\, unexplored opportunities\, and “whitespaces” for new programs\, as well as their measurements of short- and long-term programmatic impacts.\nThe alignment of ARPA-E’s program portfolio and partnerships with the revised goals for the agency as laid out in the Energy Act of 2020.\nThe effectiveness of the SCALEUP program at accelerating the impact of ARPA-E–funded technologies from prototype to scalable and deployable versions.\nEnergy-related science and technology areas that ARPA-E has not yet addressed\, and those that ARPA-E has previously covered and should consider revisiting.\nHow ARPA-E’s goals and portfolio fit into the DOE’s larger mission objectives.\n\nIn the November 2024 meeting\, the committee will hear in open session from the study sponsor and Congressional staff. In closed session\, the committee will discuss its approach to the task statement. \nPlease visit the National Academies’ Evaluation of ARPA-E’s Mission and Goals Meeting #2 event page for more information.

SUMMARY:Chemical Sciences Roundtable: AI and Scalability
DESCRIPTION:The second installment of the Chemical Sciences Roundtable 2024 webinar series on AI topics in the fields of chemistry and chemical engineering will be held on 3 October 2024 via webcast. \nMelanie Mesropian (AIChE) will moderate an interactive conversation between Leo Chiang (Dow Chemical) and Greg Mulholland (Citrine) about what it means to use AI tools sustainably with possible examples ranging from R&D efforts to product manufacturing. \nThis discussion of AI + Scalability seeks to explore at scale efforts across the chemistry and chemical engineering enterprise that successfully employ AI to support the sustainable growth and development of the chemical industry\, which emerges from the lab. \nAI tools have already been shown to improve processes for chemical engineering but the potential in the digital revolution for the chemical industry is still unfolding. Discussions will include what obtaining these outcomes will require\, such as leveraging the existing and potential capabilities of AI\, applying them to meet new challenges that arise\, and evolving the existing methods\, processes\, systems\, tools\, and labor force in the space. \nPlease visit the National Academies’ AI + Scalability event website for more information.
