SUMMARY:Safe Transportation of Liquefied Natural Gas by Railroad Tank Car
DESCRIPTION:A closed meeting of the National Academies’ committee on Safe Transportation of Liquefied Natural Gas by Railroad Tank Car will be held December 8\, 2020. \nThe charge of this NASEM ad hoc committee is to review plans and activities to inform government and industry decisions about the transportation of liquefied natural gas by rail and consider ways to ensure the continued safety of these shipments over the longer-term. The committee’s review will be carried out in two phases\, each producing a report with findings and recommendations as appropriate. \nPhase 1\nThe committee will review ongoing and planned USDOT efforts\, as documented and reported by the Pipeline and Hazardous Materials Administration (PHMSA) and Federal Railroad Administration (FRA)\, that are intended to inform pending decisions about whether and how bulk shipments of LNG can be safely transported by railroad tank car. The review will focus specifically on the plans and progress of the PHMSA-FRA LNG Task Force\, which has developed and begun executing a multi-task program of research\, data gathering\, analysis\, testing\, modeling\, and risk assessment. Based on the expert judgment of its members\, and drawing largely on the Task Force’s reports of results\, ongoing and planned tasks\, and other relevant information\, the committee will produce a report with findings on specific tasks and the program overall with regard to quality\, completeness\, and relevance to the agencies’ near-term decision making needs. The committee may make recommendations in this first report that can be acted upon quickly to strengthen the program. \nPhase 2\nThe committee will engage in information-gathering and analysis to conduct an in-depth study of topics relevant to ensuring the safe movement of LNG by rail if allowed by special permit or regulatory authorization. At a minimum\, the committee will examine: \n\nThe experience transporting LNG in bulk shipments by other modes\, including by water and truck\, to identify basic principles applied for safety assurance that can inform measures taken by government and industry to ensure the safe movement of LNG by rail;\nWhat is known about the effectiveness of special regulatory and industry measures intended to assure the safe transportation of other relevant bulk rail shipments of hazardous materials\, especially any routing\, speed\, and other operational controls applied to high-hazard flammable trains and accompanying enhanced track inspection regimes; and\,\nThe applicability to bulk rail transportation of LNG of current emergency response plans\, protocols\, and guides for responding to LNG transportation incidents\, such as in PHMSA’s Emergency Response Guidebook.\n\nIn carrying out its review of these topics\, the committee may determine that there are other topics directly relevant to the safe transportation of LNG by rail that warrant examination\, and it may elect to do so. Based on findings from the study\, the committee will issue a second report containing recommendations as appropriate to Congress\, PHMSA\, FRA\, industry\, emergency responders\, and other relevant parties on actions\, both nearer- and longer-term\, that are warranted to improve understanding of the risks associated with transporting LNG by rail\, mitigate risks\, and prevent and prepare for potential incidents. \n

SUMMARY:Merits and Viability of Different Nuclear Fuel Cycles and Technology Options and the Waste Aspects of Advanced Nuclear
DESCRIPTION:A committee of the National Academies will hold a virtual meeting December 7-8\, 2020 on the “Merits and Viability of Different Nuclear Fuel Cycles and Technology Options and the Waste Aspects of Advanced Nuclear”. \nThis study responds to a congressional mandate in the FY2020 Appropriations Act’s Conference Report in the subsection titled “Used Nuclear Fuel Disposition R&D\,” which calls for the Academies to “evaluate the merits and viability of different nuclear fuel cycles and technology options\, including both existing and future technologies” and will examine “the waste aspects of advanced reactors.” The study will result in two reports produced by a committee of experts convened by the Academies. The reports will contain consensus findings and recommendations to advise the Department of Energy\, Congress\, and other relevant stakeholders. \nBackground\nThe National Academies of Sciences\, Engineering\, and Medicine will appoint an ad hoc committee of experts to evaluate and assess: (1) the merits and viability of different nuclear fuel cycles and technology options and (2) the waste aspects of advanced nuclear reactors (that could be commercially deployed within the next 30 years). A consensus report will be produced to respond to each topic. \nThe first report will: \n\nEvaluate the merits and viability of different nuclear fuel cycles and technology options\, including both existing and future technologies and particularly consider the relevant work performed by the fuel cycle program of the Department of Energy’s Office of Nuclear Energy (DOE-NE)\, but not exclusively consider this program.\nAccount for linkages among all elements of the fuel cycle (including waste transportation\, storage\, and disposal associated with the front-end as well as back-end of the fuel cycle) and for broader safety\, security\, and nonproliferation concerns.\n\nThe second report will: \n\nAccount for typical volumes and characteristics of waste streams from various proposed advanced nuclear reactor technologies\, including radioisotopes of concern\, radioactivity level\, and thermal load and include the designs under consideration by the Generation IV International Forum and by the Department of Energy\, and including non-fuel radioactive wastes\, for example\, graphite blocks that are used in high-temperature gas-cooled reactors.\nEvaluate disposal and storage requirements for these wastes.\nAssess the impact of possible reprocessing of spent nuclear fuel on waste generation.\nExamine the economics of the possible waste disposal systems that could be required for advanced reactors.\n\nThe two consensus reports will provide findings and recommendations that may consider evidence-based policy options.

SUMMARY:Radioactive Sources: Applications and Alternative Technologies
DESCRIPTION:The Nuclear and Radiation Studies Board of the National Academies invites you to join a virtual committee meeting on October 13\, 2020 for its ongoing study on Radioactive Sources: Applications and Alternative Technologies. \nThe meeting will feature presentations by Nordion\, Sotera Health\, and QSA Global\, Inc.\, companies that produce radioactive sources and alternative technologies. \nThe purpose of this Sandia National Laboratories’ sponsored study is to support existing and future activities under the National Nuclear Security Administration (NNSA) Office of Radiological Security (ORS) program to reduce the use of high-risk radiological materials in commercial applications. The study will update the 2008 National Academies consensus study on “Radiation Source: Use and Replacement” by reviewing the current state of high-risk radionuclide applications by sector (e.g.\, industrial\, research\, medical\, and other commercial applications) and by reviewing the current state of existing technologies on the market that are or could be used to replace radioisotopic technologies in those applications. \nThe assessment will examine domestic and international developments in radioactive source applications and feasible alternative technologies. In addition\, the assessment will use criteria to assess the overall technical feasibility and maturity of those technologies\, including the Department of Energy Technology Readiness Level (TRL). Moreover\, the assessment of alternative technologies will evaluate their attractiveness and practicality to organizations in consideration of adopting or transitioning to them. \nLearn more on the study webpage.

SUMMARY:Agnostic Compact Demilitarization of Chemical Agents (ACDC)
DESCRIPTION:The Homeland Defense & Security Information Analysis Center (HDIAC) will host a webinar presentation on ‘Agnostic Compact Demilitarization of Chemical Agents (ACDC)‘ on 1 October 2020. \nThe safe destruction of chemical warfare agents (CWAs) and organic precursors is a timely\, costly\, and significant challenge for the international community. Today\, for example\, there are no approaches that exploit chemistries that are truly agnostic in terms of the agents that can be processed. Additionally\, current approaches require transport of agents from the storage site to a neutralization site\, which can add significant cost and time to the destruction process. \nDARPA’s ACDC program explored new technologies for neutralization of bulk stores of CWAs and organic precursors at or near the site of storage. ACDC developed and demonstrated the technologies needed to construct a transportable\, prototype system that converts organic compounds into constitutive carbon/nitrogen/phosphorous/sulfur oxides and stable alkali or alkaline earth metal salts. The ACDC system featured chemistries for agent destruction and sequestration of halogens and other components using locally available or easily transportable resources. This webinar describes the DARPA ACDC program and its exploration of neutralization of bulk stores of CWAs and organic precursors at or near the site of storage. \nPlease register in advance for the webinar at: https://www.anymeeting.com/PIID=EF54DD81854C3B \nAlternative Live Streams: \n https://r.hdiac.org/facebook\n https://r.hdiac.org/youtube

Alison is currently working on research related to Personal Area Networks for the next generation of first responders. Alison acts as the lab’s device liaison\, working with vendors to ensure that public safety features are addressed in impending device releases to allow PSCR to release cutting-edge technology for the future of public safety. Alison has 14 years of experience in the telecommunications industry. Before joining PSCR in 2016\, she worked on end to end device interoperability  programs for companies such as Motorola and Nokia. She also worked with commercial carriers to develop and implement carrier-specific and industry standard interoperability with the company’s network equipment. Alison’s education includes a Bachelor’s of Science in Mathematics and Computer Science in Mathematics and Computer Science from the Colorado School of Mines. \nRichard Reed\, Aurora Firefighter / SWAT Medic \n\n\n\n\nRichard Reed is a U.S. Marine Corps Veteran\, business owner\, entrepreneur\, and Firefighter/Paramedic for the city of Aurora\, Colorado. Born and raised in San Jose\, California\, the heart of Silicon Valley\, Richard has technology and entrepreneurship in his blood. \nAfter his service in the Marine Corps and founding and running a successful business\, Richard turned his attention towards firefighting. During his tenure as a Firefighter/Paramedic with Aurora Fire Rescue\, Richard served as one of the first responders to arrive at the Aurora Theater Shooting and also served as the dedicated medic for the elite Aurora Police SWAT team. \nRichard’s career experience gives him unique expertise and knowledge in the technology used across the military\, police\, and fire domains. His in-depth understanding of the interactions between police and fire brings insights into the intricacies and complexities of interoperable communication. Richard understands the challenges in communication and the problems associated with inadequate technology and has a passion to find solutions to help bridge the technology and communication gap across the public safety sector. Richard is energized to see how the utilization of new innovations in technology will bring greater efficiency and safer ways to provide the best response for the citizens that are served. \nPeter Hallenbeck\, Efland Volunteer Fire Department \n\n\n\nPeter Hallenbeck has been with the Efland Volunteer Fire Department in Efland\, NIC since 1992. He is currently the Deputy Chief. The Department is in a somewhat rural area\, with a lot of “suburban commuters” that work in nearby Raleigh and Durham\, NC. The Department runs about 500 fire\, EMS\, and Rescue calls per year. I-40 runs through the center of the district; as such\, the call volume is a good mix of rural\, suburban and high speed interstate accidents. \nPeter’s “Day Job” for 40+ years has been as an embedded systems Electrical Engineer. The work has been with new start-ups designing hardware\, software\, and user interfaces. Peter also takes the hardware and sets up\, supervises\, and checks the manufacturing of the new systems. The software projects are from small embedded systems to high speed network routing and encryption systems. The projects have been in both consumer and commercial markets. \nPeter has also worked in patent litigation as an expert witness. He has 8 patents in various areas including one in responder-based map display systems. Since 2011\, Peter has worked full time on responder data management and display systems on his own. The system is being used in 10 PSAPs (Dispatch Centers) by about 30 departments for Fire and EMS. It supports paid\, mixed and all volunteer departments with special attention to volunteer departments in rural areas where budgets are tight and volunteer responders need technology on smart phones. Larger CAD systems tend to ignore individuals as resources. \nPeter is currently working on IoT solutions and standards. He is on the NPA 950/951 “Standards for Data Development and Exchange” committee. The goal is to have an end to end system so that the data standards have been tested by the “Boots on the Ground” responders. IoT efforts will not move forward without their stamp of approval.
