SUMMARY:Drones and the Future of Chemical\, Biological\, Radiological and Nuclear Threats
DESCRIPTION:The George Mason University Schar School of Policy and Government Center for Security Policy Studies will host an web event expert panel discussion on March 26 on “Drones and the Future of Chemical\, Biological\, Radiological and Nuclear (CBRN) Threats“. \nThe panel explores the risks posed by the convergence of chemical\, biological\, radiological\, and nuclear CBRN weapons and drones. \nDrones allow terrorists to collect intelligence prior to an attack\, bypass ground-based physical barriers\, and carry out highly effective chemical and biological weapons attacks. For state actors\, the growth and proliferation of drone swarms offer new\, sophisticated ways to carry out CBRN attacks\, defeat traditional CBRN weapons\, and respond to a successful attack. At the same time\, the United States Department of Defense is working hard to combat these threats and recently issued a new strategy around countering small drones. \nThe underlying question spanning the panel is: how well prepared is the United States and the global community to tackle the challenges drones pose for CBRN warfare? And what more can be done? \nABOUT THE SPEAKERS\nNicole Thomas \nDivision Chief for Strategy and Policy @Joint Counter-UAS Office\, Department of Defense \nNicole Thomas is a civilian with the U.S. Army and the Division Chief for Strategy and Policy in the Joint Counter-Small Unmanned Aircraft Systems Office. She is a graduate of the United States Army War College. \nZak Kallenborn \nPolicy Fellow @Schar School of Policy and Government \nZachary Kallenborn is an analyst in horrible ways people kill each other: weapons of mass destruction\, WMD terrorism\, and drone swarms. Officially\, he’s a Policy Fellow at the Center for Security Policy Studies at the Schar School of Policy and Government; a Research Affiliate with the Unconventional Weapons and Technology Division at the National Consortium for the Study of Terrorism and Responses to Terrorism (START)\, headquartered at the University of Maryland; an officially proclaimed U.S. Army “Mad Scientist”\, and a national security consultant. \nGregory Koblentz \nAssociate Professor and Director\, Biodefense Program @Schar School of Policy and Government \nGregory Koblentz is an associate professor and director of the biodefense program at George Mason University’s Schar School of Policy and Government. Dr. Koblentz has authored\, co-authored\, or edited multiple books on nuclear and biological threats and published widely on biodefense\, biosecurity\, dual-use research\, and the proliferation of nuclear\, biological\, and chemical weapons. Dr. Koblentz earned his PhD in political science at the Massachusetts Institute of Technology and his MPP from the Kennedy School at Harvard University. \nSign up today: http://bit.ly/CBRNEdronethreat \n

SUMMARY:Seismic Design Criteria for Structures\, Systems\, and Components in Nuclear Facilities
DESCRIPTION:A virtual discussion on Seismic Design Criteria for Structures\, Systems\, and Components in Nuclear Facilities will be held March 18\, 2021. \nJoin SEI Host Jennifer Goupil for a big-picture discussion of the state of seismic design in nuclear facilities with the chair and vice chair the ASCE/SEI Nuclear Standards Committee Andrew Whittaker\, George Abatt\, who led the effort to revise ASCE 43 and committee member Brian McDonald. \nThe 2019 edition of ASCE/SEI 43 Seismic Design Criteria for Structures\, Systems\, and Components in Nuclear Facilities ensures that nuclear facilities are properly designed to withstand the effects of earthquake ground shaking while retaining the desired functionally\, expressed as target performance goals. Because nuclear facilities process\, store\, or handle radioactive materials in a form and quantity that pose potential hazard to the workers\, the public\, or the environment\, it is desirable that nuclear facilities have a lower probably of structural damage caused by earthquake shaking than commercial buildings. While this standard is intended for use in design of new facilities\, it can also be used for existing facilities. \nThe expert panel will begin the session with an overview discussion on the state of the industry\, the role the standard plays in the profession\, and why it was updated. Then\, Andrew and George will present the technical changes in ASCE/SEI 43-19\, provide relevant design examples\, and wrap up the session with a live Q&A from the audience. \nResources: \n\nASCE/SEI 43-19 Publication\nSeismic Analysis of Safety-Related Nuclear Structures (4-16)\nStructural Design of Air and Gas Ducts for Power Stations and Industrial Boiler Applications: Second Edition\n\n  \n

The committee’s review will be carried out in two phases\, each producing a report with findings and recommendations as appropriate. \nPhase 1\nThe committee will review ongoing and planned USDOT efforts\, as documented and reported by the Pipeline and Hazardous Materials Administration (PHMSA) and Federal Railroad Administration (FRA)\, that are intended to inform pending decisions about whether and how bulk shipments of LNG can be safely transported by railroad tank car. The review will focus specifically on the plans and progress of the PHMSA-FRA LNG Task Force\, which has developed and begun executing a multi-task program of research\, data gathering\, analysis\, testing\, modeling\, and risk assessment. Based on the expert judgment of its members\, and drawing largely on the Task Force’s reports of results\, ongoing and planned tasks\, and other relevant information\, the committee will produce a report with findings on specific tasks and the program overall with regard to quality\, completeness\, and relevance to the agencies’ near-term decision making needs. The committee may make recommendations in this first report that can be acted upon quickly to strengthen the program. \nPhase 2\nThe committee will engage in information-gathering and analysis to conduct an in-depth study of topics relevant to ensuring the safe movement of LNG by rail if allowed by special permit or regulatory authorization. At a minimum\, the committee will examine: \n\nThe experience transporting LNG in bulk shipments by other modes\, including by water and truck\, to identify basic principles applied for safety assurance that can inform measures taken by government and industry to ensure the safe movement of LNG by rail;\nWhat is known about the effectiveness of special regulatory and industry measures intended to assure the safe transportation of other relevant bulk rail shipments of hazardous materials\, especially any routing\, speed\, and other operational controls applied to high-hazard flammable trains and accompanying enhanced track inspection regimes; and\,\nThe applicability to bulk rail transportation of LNG of current emergency response plans\, protocols\, and guides for responding to LNG transportation incidents\, such as in PHMSA’s Emergency Response Guidebook.\n\nIn carrying out its review of these topics\, the committee may determine that there are other topics directly relevant to the safe transportation of LNG by rail that warrant examination\, and it may elect to do so. Based on findings from the study\, the committee will issue a second report containing recommendations as appropriate to Congress\, PHMSA\, FRA\, industry\, emergency responders\, and other relevant parties on actions\, both nearer- and longer-term\, that are warranted to improve understanding of the risks associated with transporting LNG by rail\, mitigate risks\, and prevent and prepare for potential incidents. \n

SUMMARY:Merits and Viability of Different Nuclear Fuel Cycles and Technology Options and the Waste Aspects of Advanced Nuclear
DESCRIPTION:A committee of the National Academies will hold a virtual meeting December 7-8\, 2020 on the “Merits and Viability of Different Nuclear Fuel Cycles and Technology Options and the Waste Aspects of Advanced Nuclear”. \nThis study responds to a congressional mandate in the FY2020 Appropriations Act’s Conference Report in the subsection titled “Used Nuclear Fuel Disposition R&D\,” which calls for the Academies to “evaluate the merits and viability of different nuclear fuel cycles and technology options\, including both existing and future technologies” and will examine “the waste aspects of advanced reactors.” The study will result in two reports produced by a committee of experts convened by the Academies. The reports will contain consensus findings and recommendations to advise the Department of Energy\, Congress\, and other relevant stakeholders. \nBackground\nThe National Academies of Sciences\, Engineering\, and Medicine will appoint an ad hoc committee of experts to evaluate and assess: (1) the merits and viability of different nuclear fuel cycles and technology options and (2) the waste aspects of advanced nuclear reactors (that could be commercially deployed within the next 30 years). A consensus report will be produced to respond to each topic. \nThe first report will: \n\nEvaluate the merits and viability of different nuclear fuel cycles and technology options\, including both existing and future technologies and particularly consider the relevant work performed by the fuel cycle program of the Department of Energy’s Office of Nuclear Energy (DOE-NE)\, but not exclusively consider this program.\nAccount for linkages among all elements of the fuel cycle (including waste transportation\, storage\, and disposal associated with the front-end as well as back-end of the fuel cycle) and for broader safety\, security\, and nonproliferation concerns.\n\nThe second report will: \n\nAccount for typical volumes and characteristics of waste streams from various proposed advanced nuclear reactor technologies\, including radioisotopes of concern\, radioactivity level\, and thermal load and include the designs under consideration by the Generation IV International Forum and by the Department of Energy\, and including non-fuel radioactive wastes\, for example\, graphite blocks that are used in high-temperature gas-cooled reactors.\nEvaluate disposal and storage requirements for these wastes.\nAssess the impact of possible reprocessing of spent nuclear fuel on waste generation.\nExamine the economics of the possible waste disposal systems that could be required for advanced reactors.\n\nThe two consensus reports will provide findings and recommendations that may consider evidence-based policy options.

SUMMARY:Rail in the Time of Coronavirus - Planning\, Operating\, & Constructing Rail
DESCRIPTION:How are passenger rail planners and operators adapting in the time of the coronavirus pandemic (COVID-19)? TRB will host a webinar on Wednesday\, December 2\, 2020 from 1:00-2:30 PM Eastern that will feature case studies from the public and private sectors. Representatives from each organization will discuss how COVID-19 has (or has not) affected their efforts. They will discuss where their projects are in development and how planning has proceeded during COVID-19. Since passenger rail services have been curtailed\, projects under development could also be affected. Rail operators have had to create new rules to keep workers and passengers safe. Presenters will discuss the progress of their programs during COVID-19 and identify lessons learned in order for operators and agencies to move forward with passenger rail projects. \nThis webinar was organized by the TRB Standing Committee on Passenger Rail Transportation. \nLearning Objectives \nAt the end of this webinar\, participants will be able to: \n\nDiscuss the Valley Rail Program and Texas Central High-Speed Rail Project and the progress of these programs during COVID-19\nDiscuss the impacts of COVID-19 on passenger rail operations and planning\n\nProfessional Development Hour Information \nProfessional engineers (PEs) who register and attend the entire webinar as an individual will be awarded 1.5 Professional Development Hours (PDHs). TRB’s webinar program awards PDH credits only to the registered individual\, and not to other members of a group that view the webinar together. To be eligible for the credits\, individuals must remain signed in for the entire webinar\, including for any question and answer session following the presentations. \nLearn more and register.
