DESCRIPTION:The use of explosive weapons in populated areas (EWIPA) is a major cause of civilian harm in armed conflicts worldwide. In addition to their devastating direct effects\, the impacts of the use of explosive weapons reverberate for a long time after a conflict has ended\, causing severe and long-lasting harm to people and communities. \nThe Political Declaration on Strengthening the Protection of Civilians from the Humanitarian Consequences Arising from the Use of Explosive Weapons in Populated Areas (EWIPA Political Declaration)\, endorsed by over 80 States\, provides a crucial framework for action and collaboration in preventing and mitigating these harms and strengthening the protection of civilians in armed conflict. \nAhead of the 79th session of the United Nations General Assembly (UNGA) First Committee in October 2024\, UNIDIR and the United Nations Office for Disarmament Affairs (UNODA) has organizd a series of online regional briefings to raise awareness of the EWIPA Political Declaration and promote exchanges of regional experiences and approaches. \nThe briefings aim to help inform discussions among Member States in relevant regional and international meetings. SUMMARY:Public Meeting - Treatment of Low-Activity Waste at the Hanford Nuclear Reservation
DESCRIPTION:An upcoming public meeting of the Committee to Review of the Continued Analysis of Supplemental Treatment of Low-Activity Waste at the Hanford Nuclear Reservation will be held 26-28 April\, 2022. This is the third meeting of the committee. There will be both information-gathering (open) sessions and closed (committee only) sessions. \nDuring the information-gathering sessions\, the Committee will learn about the ongoing progress of the FFRDC Team and will receive briefings from the U.S. Department of Energy and the U.S. Government Accountability Office. In addition\, major stakeholders will have the opportunity to address the committee\, including the Washington State Department of Ecology\, Oregon Department of Energy\, Tribal Nations\, Hanford Advisory Board\, Hanford Communities\, Energy Communities Alliance\, and the Tri-City Development Council. \nThe DOE will provide a restricted site visit for the National Academies committee\, one of the first tours of the Hanford Site since the beginning of the pandemic to highlight the headway that is being made. \nThe schedule for public sessions is as follows: \nTuesday April 26\, 7:30 AM – 9:30 AM PST\nWednesday\, April 27\, 7:30 AM – 5:00 PM PST\nThursday\, April 28\, 7:30 AM – 11:30 AM PST \nA virtual webcast of each public session will also be available. Connection details will be posted on the project website soon. \nBackground: \nThe Hanford Nuclear Reservation\, where about two-thirds of the nation’s weapons plutonium was produced from 1944 to 1987\, is the site of the largest and most complex nuclear cleanup challenge in the United States. Section 3125 of the National Defense Authorization Act for Fiscal Year 2021 calls for a Federally Funded Research and Development Center (FFRDC) to develop a framework of decisions to be made among the supplemental treatment technologies\, waste forms\, and disposal locations for low-activity waste in the Hanford tanks. In addition\, Section 3125 calls for the National Academies of Sciences\, Engineering\, and Medicine to provide a concurrent\, independent peer review of the ongoing FFRDC analysis. This review report\, the first of three to address the Congressional mandate\, focuses on the technical quality and completeness of the FFRDC’s draft framework.

DESCRIPTION:Sponsored by DBASSE and Issues in Science and Technology magazine\, the 2021 Henry and Bryna David lecture will feature Dr. Michael A. Méndez\, assistant professor of environmental planning and policy at the University of California\, Irvine. \nAs climate change advances\, communities across the United States are adapting to the increased threat of wildfires. Such disasters are expected to become more frequent and severe. \nIn this lecture\, Dr. Méndez explores why it is crucial to understand how these events amplify existing inequalities\, and how to lessen the resulting harms\, in particular for the most stigmatized populations\, such as undocumented Latino/a and Indigenous migrants. \nDr. Michael Méndez is an Assistant Professor of Environmental Planning and Policy at the University of California\, Irvine. He most recently served as the inaugural James and Mary Pinchot Faculty Fellow in Sustainability Studies and Associate Research Scientist at the Yale School of the Environment. Michael has more than a decade of senior-level experience in the public and private sectors\, where he consulted and actively engaged in the policymaking process. This included working for the California State Legislature as a senior consultant\, lobbyist\, a member of the California State Mining & Geology Board\, and as vice chair of the Sacramento City Planning Commission. In 2021\, California Governor Gavin Newsom appointed Dr. Méndez to the Los Angeles Regional Water Quality Control Board. DESCRIPTION:High energy density (HED) physics has critical applications in areas such as inertial confinement fusion and the stewardship of the nation’s nuclear weapons stockpile. \nThe Committee on the Assessment of High Energy Density (HED) Science is hosting panels to collect input during an open-session\, along with closed-sessions to deliberate on process\, input gathering\, and writing. \nCongress has requested that the National Academies of Sciences\, Engineering\, and Medicine conduct an assessment of HED physics research in the United States. The assessment will identify key challenges and science questions and propose ways to address them in the coming decade. It will include a particular focus on HED material phases and conditions of interest to the National Nuclear Security Administration (NNSA)\, which is the sponsor of this assessment. \nBACKGROUND \n\nDescription\n\n\n\nThe Academies shall establish a committee that will articulate the recent advances\, status\, and future directions of high energy density (HED) physics in the United States.  The committee will consider HED physics as the physics of matter and radiation at energy densities exceeding 1 x 10^11 J/m3 or other temperature and pressure ranges within the warm dense matter regime.  It will include a particular focus on HED material phases\, plasmas atypical of astrophysical conditions\, and conditions of interest to the National Nuclear Security Administration (NNSA). The committee will then develop a report that will: \n• Assess the progress and achievements in HED physics over the last decade\, including theory\, computation\, modeling and simulation\, driver development\, instrument development\, emerging technologies\, analytical methods\, and target fabrication. \n• Identify major scientific gaps and potential new directions in areas of modeling\, simulation\, instrumentation\, and target fabrication that offer the most promising near- and mid-term investment opportunities. \n• Identify challenges that the field may face over the next decade in realizing those opportunities and offer guidance for addressing them\, including\, but not limited to\, investment level\, interagency collaboration\, research tools\, and infrastructure. \n• Evaluate the role of HED physics in developing an expert workforce for NNSA and assess whether changes in resources\, scientific focus\, access to experimental facilities\, or funding levels are necessary to meet nuclear security workforce needs in the coming decade. \n• Assess the state and recent advances made by other countries in HED physics and discuss the relative standing of the United States. \n\n\nPlease visit NASEM’s Assessment of High Energy Density (HED) Physics meeting page for more information.

DESCRIPTION:A virtual meeting of the Committee on Risk Analysis Methods for Nuclear War and Nuclear Terrorism will be held 28 Sep 2021. \nThis meeting is closed to the public. \nThis project will examine the use of analytical methods to assess the risks of nuclear terrorism and nuclear war and the role such approaches may play in U.S. security strategy. \nBackground\nThe National Academies of Sciences\, Engineering\, and Medicine will convene an ad hoc committee of experts to examine whether a risk assessment framework is applicable to determining the potential risks of nuclear terrorism and nuclear war; and to examine assumptions in nuclear policy and doctrine and their implications on national security.During this examination\, the committee will undertake the following: \n\nIdentify risks associated with nuclear terrorism and nuclear war;\nExplore the prior literature relevant to assessing risks of nuclear terrorism and nuclear war;\nAssess the role that quantitative and nonquantitative analytical methods can play in estimating such risks\, including the limitations of such analysis; \nIdentify and examine the assumptions about nuclear risks that underlie the national security strategy of the United States; and\nDescribe the consequences or impacts of the methods and assumptions that have been\, are\, or could be used in developing the nuclear security strategy of the United States.\n\nThe committee will issue an unclassified interim report which may include findings and recommendations regarding the use of analytical methods to assess the risks of nuclear terrorism and nuclear war. \nAt the conclusion of the study\, the committee will issue a final report that expands upon the use of analytical methods to assess the risks of nuclear terrorism and nuclear war and the role such approaches may play in U.S. security strategy. This final report may include findings and recommendations supported by classified information.

SUMMARY:U.S. Coast Guard Oversight of Recognized Organizations
DESCRIPTION:A study committee appointed by the National Academies of Sciences\, Engineering\, and Medicine will conduct an assessment of the effectiveness of the U.S. Coast Guard’s oversight of recognized organizations (ROs) and its impact on compliance and on the safety of vessels inspected by such organizations. \nThis is a closed session involving the committee members and Transportation Research Board staff only. \nBACKGROUND \nThe committee will assess the Coast Guard’s actions to oversee\, guide\, monitor\, assess\, and otherwise strengthen the performance of ROs in carrying out their delegated statutory certifications and other services. Consideration will be given to changes that have been made\, or that are planned\, in areas such as institutional and organizational structures; roles and responsibilities\, policies and procedures; guidance and compliance documents; data and analytic systems; training; communications; and performance reporting. \nThe committee will also compare the main features of the Coast Guard’s oversight program with those of the oversight programs of other regulatory agencies that delegate regulatory or statutory authority to third parties from both the transportation and non-transportation domains. To the extent that sufficient data are available\, the committee will benchmark the Coast Guard’s program with other programs. \nInformed by this review and comparison\, the committee will consider the effectiveness of the Coast Guard’s RO oversight program and identify needs and potential opportunities to strengthen it. In identifying these needs and opportunities\, the committee will\, as a minimum\, consider: \n• The Coast Guard’s marine inspection workforce’s size\, training\, competency levels\, and qualifications for conducting RO oversight;\n• The degree of data analysis and sharing among the Coast Guard and ROs\, including the integration of RO data into Coast Guard decisionmaking processes concerning the RO and/or the vessels the RO performs work on behalf of the Coast Guard;\n• The functionality\, usability\, and utility of the Coast Guard vessel inspection database [Marine Information System for Safety and Law Enforcement (MISLE)]; and\n• The prospects for introducing a more automated risk-based program for the RO oversight program and associated vessels. \nBased on the findings from its review\, the committee will make recommendations\, as appropriate\, on any additional steps the Coast Guard should consider to ensure the effective oversight and performance of ROs in carrying out their delegated statutory certifications and services and to further compliance by vessel owners and operators.
